Wataru Yamaguchi is associate professor in the Faculty of Law at Teikyō University. He advanced to graduate school before completing his undergraduate degree and entered the Graduate School of Law, Doshisha University, where he earned both his MA and PhD in political science. He is the author of Reisen shūenki no Nichi-Bei kankei [US-Japan Relations in the Sunset of the Cold War] (Yoshikawa Kōbunkan, 2023), recipient of the Masayoshi Ohira Memorial Prize and the Inoki Masamichi Award, and Nichibei shunō kaidan [US-Japan Summits] (Chūōkōron Shinsha, 2024). His research focuses on the history of the US-Japan alliance and on Japan’s foreign and defense policy in the 1980s. He is also a recipient of the Frank Gibney Award from the Journal of American-East Asian Relations.

日米安全保障関係における総合安全保障の役割に関して、米国カーター政権では政権内の意見が割れた。続くレーガン政権は当初懐疑的であったにもかかわらず、最終的には、総合安全保障の枠組みを受容することとなった。そこで、本研究は「日米安全保障関係における総合安全保障の役割に関して、なぜ米国政府の立場が変化したのか」との問いに答えていく。本研究の目的は、安全保障関係における日米の認識の相違点やプロセスなどを解明することによって、狭義の安全保障面や日本側の視点に依拠した先行研究の視点を相対化し、冷戦終焉期における日米安全保障関係像を重層的に提示することである。

This study is to empirically clarify the mechanism and causal relationship in the U.S. policy-making process from the perspective of the role of the U.S. Ambassador to Japan Mike Mansfield. By doing so, this research sought to elucidate the role of the U.S. Ambassador to Japan in the policy-making process and the reality of the U.S.-Japan security relationship, and to present a multilayered picture of U.S.-Japan relations at the end of the Cold War. Adopting an empirical and diplomatic-historical approach based on the analysis of declassified documents of the U.S. and Japanese governments, this study aimed to uncover new materials and present new facts and interpretations.

2022年度および2023年度には、「一帯一路」の再検討という目的のもと、各年度に1度ずつ研究メンバーによる発表を中心にセミナーを開き、外部からの討論者を招いて意見を聴取した。また、このセミナーとともに、技術や安全保障など、目的達成には不可欠だが研究メンバーだけではカバーしきれない分野では、複数の外部講師を招いて研究会を開いた。これらの研究をまとめて社会に還元するため、外部講師のうち4名にも執筆を依頼し、最終年度内の2024年６月を締切として書籍を刊行することとなった。

The present research project analyzed the roles of U.S. and Japanese cities and provincial governments in U.S.-Japan relations after the Second World War from the viewpoint of diplomacy. Furthermore, it discussed ways of how to strengthen those relationships in the future. As a result, the present research project revealed that in the past disagreements between the two countries on the level of cities and provincial governments resulted from the interests each country was pursuing in international politics at the time as well as their different interpretation of decentralization policy.

What were the causes of the deepening of Japan's isolation in the 1930s, leading to the Pacific War? Speaking of long-term origins, Japan had two frameworks for international cooperation; one was new and the other was old. Both became disabled due to the Manchurian Incident. Japan could not save the situation as it had promised to the League of Nations, losing the new framework. The country also failed to make an effective response to British efforts to keep Japan in the League at the sacrifice of China. Old-fashioned great power diplomacy did not work either.

This eventually brought Japan to a pact with Germany in 1940. While hoping the alliance would strengthen their position, the Japanese knew the risk of the coalition, because a pact with Germany should be a sever challenge to the US. The risk became apparent, and the Japanese realized that abandoning the treaty was a necessary condition to avoid a US-Japan war, but they failed due to the uncertainty of America's possible reaction.
