Citizen distrust towards the rival country is a defining feature of protracted international rivalries, undermining meaningful cooperation that can lead to mutual benefits. How might governments establish a public opinion base that is more supportive of cooperation with the rival country? We argue that information about ongoing environmental cooperation with the rival country makes citizens more supportive of non-environmental cooperation by changing their beliefs about the rival’s trustworthiness and facilitating extrinsic reciprocity. We investigate this potential micro-level cooperation spillover in the context of the longstanding rivalry between Japan and South Korea. Our survey-based experiment finds that information about cooperation on marine plastic pollution shapes the public’s willingness to cooperate in terms of the economy and security. Importantly, however, we find asymmetric results in Japan and Korea. While Koreans are more receptive to our positive cooperation treatment, which increases their willingness to cooperate in other domains, Japanese respondents react more strongly to the negative non-cooperation treatment, which reduces their willingness to cooperate in other domains. We offer explanations for these divergent reactions based on prior interactions between the two countries. Our findings have important policy implications for conflict-ridden areas of the world beyond East Asia that increasingly face common environmental challenges.

As international migration has grown worldwide, the issue of how to assure the political rights of citizens living abroad has attracted much scholarly attention. One concern has been that if vote-buying is widespread in home countries, this practice could be exported to external elections. Although there have been numerous studies focused on electoral participation in external voting, there has been no systematic test of whether vote-buying is occurring across borders. This study aims to address this question by focusing on the 2018 federal elections in Mexico. Our list experiment shows that in our sample, approximately 32 per cent of Mexican immigrants in the United States experienced vote-buying during the electoral campaign. Furthermore, a multivariate analysis shows that the people most susceptible to vote-buying were living in areas where there was a high concentration of Mexican immigrants. The study results point to the importance of cross-border networks, which have been built between countries sending and receiving immigrants, in facilitating vote-buying across borders.

We examine public support in Japan for overseas climate adaptation assistance via foreign aid and accepting immigrants. Using a survey-embedded conjoint experiment (N=2,815), we focus on seven attributes of an adaptation policy package: (1) the continent in which the country is located; (2) the types of extreme weather event this country faces; (3) the volume of climate aid; (4) the number of climate migrants (5) Japanese exports; (6) Japanese imports, (7) the country’s record of voting with Japan in the United Nations. We find that while respondents are indifferent to aid volume, their support diminishes as the number of migrants increases. Moreover, support is higher for Asian countries, that provide export markets, vote with Japan, and where the effects of climate change are gradual. Importantly, we find that public support is not influenced by benchmarking of Japan’s or peer G7 countries’ past aid or immigration levels.

A key obstacle to nuclear energy as a decarbonization policy is the public perception of risks of radiation leaks from reactors. In particular, the “not-in-my-backyard (NIMBY)" syndrome suggests that individuals oppose nuclear reactors in their neighborhoods because they overestimate their risks. Arguably, such perceptions would be acute for those who have lived in the vicinity of a nuclear accident. We conducted a surveyembedded experiment in Japan (N = 2574) to assess how the NIMBY syndrome influences public support for restarting nuclear reactors when health, economic, and climate change benefits of nuclear energy are highlighted. We focus on Japan because the risks of nuclear energy became salient after the 2011 Fukushima accident. We test for two types of NIMBY effect, (1) respondents' proximity to any nuclear power plant and (2) respondents' place of residence in 2011 and its proximity to Fukushima. We do not find support for either the NIMBY syndrome or the Fukushima effect. On the contrary, we find support for a “reverse-NIMBY” among low-income residents, when they are treated with information on nuclear energy's low local air pollution (health). Our findings suggest that support for nuclear energy varies across population groups and depends on how its local benefits and costs are framed.

In this paper we propose a new role-playing game to teach the effects of electoral systems on politicians’ preferences and behavior. Because the electoral system is of great importance as a cause of various political outcomes, we political scientists should make sure that students understand what it is and why it could have a consequential impact on politics. However, we often fail to effectively teach the importance of the electoral system because of weaknesses in the traditional, didactic teaching methods. To improve political science education, we have developed a game in which students can learn how electoral systems affect politicians’ behavior by playing the role of an electoral candidate. Our experiment shows that the game could be effective supporting material for lectures on the impact of electoral systems. Our game serves as an addition to the repertoire of active-learning in political science.

Voting Advice Applications (VAAs) are very popular tools around the world especially in European countries and Japan is no exception. Many researchers have pointed out that VAAs may increase voters’ interest in elections, promote participation in elections and be successful at changing voters’ choice in some circumstances. However, there is little research on these expected effects of VAAs in East Asia. In addition, there is a methodological difficulty to accurately measure the effect of VAAs. In order to overcome methodological problem and examine the effect of VAAs outside Western democracy, we conducted a field experiment in the 2016 Upper House Election in Japan. In this experimental research, whether or not a respondent used a VAA was assigned randomly. As a result, we could not find a significant effect of a VAA to promote participation, to change voting choices, and to increase political interest. These findings require further research on conditions under which VAAs have influence.

合理的選択理論に基づく政治学分野において、争点投票は重要な位置を占めている。Downsの近接性モデルが提示された以来、有権者の投票行動を説明するモデルとして方向性モデル、割引モデル、Representative Policy Leadershipモデルなど多くのモデルが提案されてきた。とりわけ、近接性モデルと方向性モデルを巡る論争は約30年間にわたる政治学の代表的な論争の一つである。本稿の目的は両モデルの性質を同時に保つ新しい統合モデルを提示することである。これまで提案されてきた統合モデルは主に有権者の効用関数を修正することに注目してきたが、本稿が提示するモデルは争点空間そのものを再定義する。具体的に、有権者は日常生活の遠近法のように、隣接する2つの主体(有権者、政党、候補者)が現状から近いほど離れ、遠いほど近いように認知すると仮定する。このように現状点からの距離によって、隣接する地点の距離が変化する争点空間を本稿では「伸縮争点空間」と名付けた。この新たな争点空間上で行われる近接性モデルが「伸縮近接性モデル」であり、サーベイ実験から得られたデータを用い、これまでのモデルとの比較を行った。分析の結果、有権者の認知レベルにおける争点空間が伸縮していること、伸縮近接性モデルの説明力が既存のモデルよりも高いことが明らかになった。
