    Abstract

    The postmaterialism hypothesis suggests that wealthy countries are likely to be early adopters of pollution control regulations. Yet, Global South countries have taken the lead in regulating plastic bags. To explain this puzzle, we examine the influence of plastic waste imports on the onset of domestic plastic bag regulations. Processing imported waste creates visible local pollution in the Global South and mobilizes citizens and environmental groups. Because plastic bags are a visible manifestation of the plastic pollution problem, they become focal points for regulatory action. Using a hazard model, our analysis of 133 countries for the 1992–2019 period suggests that plastic waste importers (located in the Global South) are more likely to regulate plastic bags (via fees or bans) earlier, while plastic waste exports are not associated with plastic bag regulation. This article raises broader theoretical issues about domestic policy spillovers of international trade and addresses how trade might unexpectedly activate domestic politics focused on postmaterialist concerns.

    As artificial intelligence (AI) becomes more integrated into society, concerns have arisen about unintended biases in AI-driven decision-making and the environmental impact of AI technology development. AI assistants such as Siri and Alexa, while helpful, can obscure decision-making and contribute to increased energy use and CO2 emissions. The present study explores whether consumers prioritize transparency and environmental sustainability over performance when choosing AI assistants with conjoint designs. Japanese participants were presented with different AI assistant profiles, varying in performance quality, transparency, cost, and environmental efficiency. The results revealed that Japanese participants prioritized transparency over performance when choosing AI assistants, but they prioritized performance over environmental sustainability. Moreover, future-oriented participants placed more importance on sustainability than those with a present orientation, while participants with an internal locus of control valued transparency more than those with an external locus of control. The findings of this study enhance our understanding of how consumers choose AI options and offer valuable guidance for creating AI systems and communication strategies that work effectively.

    This research focuses on the increasing but unexplored role of individual investors in sustained sustainable investment. Sustainable investment with pecuniary motives tends to be fractured by economic downturns. Drawing on research on social emotions shaping decision‐making, this study explores how non‐pecuniary motives and emotions—empathy and self‐esteem—affect the attention to sustainability ratings by individual investors. We administered the original survey‐embedded experiments to nationals of two countries in the Global North, Germany, and Japan. We found that evoking empathy can lead experienced Japanese investors to focus on sustainability ratings while German investors are unaffected. On the other hand, self‐esteem stimuli are effective for German potential investors who have expressed an interest in investing but not for Japanese investors. These results underline the potential of emotional stimuli in promoting sustainable investment and highlight the importance of tailoring such stimuli to different cultural contexts and groups of people.

    In the wake of Russia’s invasion of Ukraine in February 2022, the national average gasoline price in the U.S. rose sharply. In response, President Biden wanted Congress to temporarily suspend the 18.4 cents per gallon federal gasoline tax. However, critics pointed out that gas tax suspension could: (1) undermine U.S. climate policy goals by encouraging the use of gasoline cars, (2) threaten U.S. national security by providing additional oil revenue to the Russian government for expanding its military capabilities, and (3) undermine the economy by defunding federal highway infrastructure. To systematically test how these critiques influenced public support for gas tax suspension, we administered an online survey experiment in May 2022 to a representative sample of U.S. respondents (N = 1,705). We found that in spite of high inflation during the months when the survey was conducted, in the aggregate, national security and the economy frames reduced public support for the gas tax suspension while the climate frame had no such effect. Yet, at the disaggregated level we find important partisan differences. When we interact treatment frames with respondents’ party identification, the national security and the economy frames reduced public support for the gas tax suspension among Republicans only, while the climate frame reduced public support among Democrats only.

    Citizen distrust towards the rival country is a defining feature of protracted international rivalries, undermining meaningful cooperation that can lead to mutual benefits. How might governments establish a public opinion base that is more supportive of cooperation with the rival country? We argue that information about ongoing environmental cooperation with the rival country makes citizens more supportive of non-environmental cooperation by changing their beliefs about the rival’s trustworthiness and facilitating extrinsic reciprocity. We investigate this potential micro-level cooperation spillover in the context of the longstanding rivalry between Japan and South Korea. Our survey-based experiment finds that information about cooperation on marine plastic pollution shapes the public’s willingness to cooperate in terms of the economy and security. Importantly, however, we find asymmetric results in Japan and Korea. While Koreans are more receptive to our positive cooperation treatment, which increases their willingness to cooperate in other domains, Japanese respondents react more strongly to the negative non-cooperation treatment, which reduces their willingness to cooperate in other domains. We offer explanations for these divergent reactions based on prior interactions between the two countries. Our findings have important policy implications for conflict-ridden areas of the world beyond East Asia that increasingly face common environmental challenges.

    As international migration has grown worldwide, the issue of how to assure the political rights of citizens living abroad has attracted much scholarly attention. One concern has been that if vote-buying is widespread in home countries, this practice could be exported to external elections. Although there have been numerous studies focused on electoral participation in external voting, there has been no systematic test of whether vote-buying is occurring across borders. This study aims to address this question by focusing on the 2018 federal elections in Mexico. Our list experiment shows that in our sample, approximately 32 per cent of Mexican immigrants in the United States experienced vote-buying during the electoral campaign. Furthermore, a multivariate analysis shows that the people most susceptible to vote-buying were living in areas where there was a high concentration of Mexican immigrants. The study results point to the importance of cross-border networks, which have been built between countries sending and receiving immigrants, in facilitating vote-buying across borders.

    We examine public support in Japan for overseas climate adaptation assistance via foreign aid and accepting immigrants. Using a survey-embedded conjoint experiment (N=2,815), we focus on seven attributes of an adaptation policy package: (1) the continent in which the country is located; (2) the types of extreme weather event this country faces; (3) the volume of climate aid; (4) the number of climate migrants (5) Japanese exports; (6) Japanese imports, (7) the country’s record of voting with Japan in the United Nations. We find that while respondents are indifferent to aid volume, their support diminishes as the number of migrants increases. Moreover, support is higher for Asian countries, that provide export markets, vote with Japan, and where the effects of climate change are gradual. Importantly, we find that public support is not influenced by benchmarking of Japan’s or peer G7 countries’ past aid or immigration levels.

    Abstract

    Does political repression extinguish public support for opposition demands? Protest emerges as a consequence of grievances and political preferences expressed as demands. Although the literature on the repression–dissent nexus has primarily focused on whether repression effectively deters dissenting behavior, a limitation is that researchers do not often distinguish between behavior and preferences. One possible implication is that although the observable protest behavior can be reduced by repression, underlying opposition demands may remain intact or even be strengthened. Hence, the question of why repression should alter public preferences remains theoretically under-investigated, because there is limited micro-level evidence that captures changes in opposition preferences induced by a repressive episode. We fielded comparable conjoint experiments before and after the enactment of the Hong Kong National Security Law in June 2020. Support for the demands was largely stable despite the sweeping powers of the law to curb protests, although some moderation of demands was observed. We outline avenues for future research on mechanisms and implications entailed by the effects of repression on preferences.

    A key obstacle to nuclear energy as a decarbonization policy is the public perception of risks of radiation leaks from reactors. In particular, the “not-in-my-backyard (NIMBY)" syndrome suggests that individuals oppose nuclear reactors in their neighborhoods because they overestimate their risks. Arguably, such perceptions would be acute for those who have lived in the vicinity of a nuclear accident. We conducted a surveyembedded experiment in Japan (N = 2574) to assess how the NIMBY syndrome influences public support for restarting nuclear reactors when health, economic, and climate change benefits of nuclear energy are highlighted. We focus on Japan because the risks of nuclear energy became salient after the 2011 Fukushima accident. We test for two types of NIMBY effect, (1) respondents' proximity to any nuclear power plant and (2) respondents' place of residence in 2011 and its proximity to Fukushima. We do not find support for either the NIMBY syndrome or the Fukushima effect. On the contrary, we find support for a “reverse-NIMBY” among low-income residents, when they are treated with information on nuclear energy's low local air pollution (health). Our findings suggest that support for nuclear energy varies across population groups and depends on how its local benefits and costs are framed.

    This paper provides several guidelines to conduct an online survey experiment. Recently, the number of studies which use randomized survey experiment has been increased in social science. The survey experiment has the advantage of being able to conduct at a lower cost, however, some researchers have less information to conduct the survey experiment. Also, since the survey experiment is recognized as one of the new methods in Japan, the guideline or agreements are not shared in each field. This paper explain outlines of conducting the survey experiment and points to note based on the experience of the authors.

    In recent years, interest in experimental approaches has been growing in social science research. In the social sciences that target on society and actors in society, endogeneity always exists between cause and outcome, and methods such as covariate adjustment and natural (quasi-) experiments have been proposed as methods to deal with it. However, the experimental approach is still described as the best method of causal inference, and it has expanded rapidly by establishing an infrastructure that facilitates experimentation. This paper focuses on the theoretical aspects of various methods of survey experiments. Specifically, we explain the outline, implementation, estimation, and note for each of framing experiment, list experiment, and conjoint experiment.

    In this paper we propose a new role-playing game to teach the effects of electoral systems on politicians’ preferences and behavior. Because the electoral system is of great importance as a cause of various political outcomes, we political scientists should make sure that students understand what it is and why it could have a consequential impact on politics. However, we often fail to effectively teach the importance of the electoral system because of weaknesses in the traditional, didactic teaching methods. To improve political science education, we have developed a game in which students can learn how electoral systems affect politicians’ behavior by playing the role of an electoral candidate. Our experiment shows that the game could be effective supporting material for lectures on the impact of electoral systems. Our game serves as an addition to the repertoire of active-learning in political science.

    Voting Advice Applications (VAAs) are very popular tools around the world especially in European countries and Japan is no exception. Many researchers have pointed out that VAAs may increase voters’ interest in elections, promote participation in elections and be successful at changing voters’ choice in some circumstances. However, there is little research on these expected effects of VAAs in East Asia. In addition, there is a methodological difficulty to accurately measure the effect of VAAs. In order to overcome methodological problem and examine the effect of VAAs outside Western democracy, we conducted a field experiment in the 2016 Upper House Election in Japan. In this experimental research, whether or not a respondent used a VAA was assigned randomly. As a result, we could not find a significant effect of a VAA to promote participation, to change voting choices, and to increase political interest. These findings require further research on conditions under which VAAs have influence.

    We propose a new role-playing game to teach students about the effects of electoral
    systems on politicians’ preference and behavior. Because the electoral system is of
    great importance as a cause of political outcomes, we political scientists should make
    sure that students understand what it is and why it could have consequential impacts
    on policy outcomes. However, we often fail to effectively teach the political importance
    of the electoral systems because of the limitation in the traditional, didactic teaching
    method. To overcome the difficulty, we develop a game in which students can learn
    how electoral systems affect politician’s behavior by playing a role of an electoral
    candidate. Our experiment shows that the game could be a good supporting material
    to the lectures about the effects of electoral systems. Our game is an addition to the
    repertoire of active-learning in political science.

    2021年度は、研究プロジェクトのメンバー各自の問題意識に基づく研究のほか、全体として、2022年度に行う予定の大規模オンラインサーベイ実験の実施に向けた、比較的小規模の実験を試論的に行う予定であった。しかしながら2021年3月以降、計画当初には想定できなかったほど、コロナの感染状況がこれまで以上に悪化した(いわゆる第4波)。加えて、東京オリンピックを契機とするコロナ感染者の拡大(第5波)とそれに対する各自治体の取り組みへの評価についても、議論する必要性が生じた。さらに、新しく誕生した岸田内閣のもとで、10月末に衆議院議員総選挙が行われたことも、計画当初は予想していなかった出来事だった。これらの、計画当初は予期できなかった突発的事象に対応すべく、本研究では、大きくは2つの意識調査を実施した。

    第1の調査は、兵庫県、大阪府、愛知県、東京都の18歳以上79歳以下の男女を対象とする意識調査である。この調査は、いずれも緊急事態宣言が発出されていた2021年8月末に実施したものであり、対象者数は約1500人である(計6000人)。一般的な政治意識に加えて、自治体首長への支持、コロナ感染拡大に対する責任帰属意識、手がかりとしての知事の重要性に関する質問項目を、この調査に含めていた。

    第2の調査は、全国の18歳以上79歳以下の男女を対象とする意識調査である。この調査はパネル調査であり、衆院選前の2021年10月30-31日に2600人、衆院選後の11月1日-5日に約2000人を対象に実施した。コロナ感染拡大に対する責任帰属意識等について質問するだけでなく、コロナ政策の担い手を明らかにするためのコンジョイント実験も、この調査には含めた。

    This project explained whether and how vote buying occurred in external voting focusing on the case of Mexican immigrants in the US and combining the methods of survey experiments and interviews. Specifically, we conducted a list experiment using an online survey targeting Mexican immigrants in the US in the context of the 2018 presidential elections of Mexico. We found that approximately 32 percent of the respondents experienced vote-buying. Furthermore, this experimental analysis was complemented by qualitative interviews for retuned immigrants and migrant families in Puebla, Mexico as well as the leaders of Mexican immigrant organizations in Chicago, Los Angeles, and New York. As a result, we verified the causal mechanism by which buying vote across borders occurred in external voting: political parties or candidates attempted to buy the expatriates’ votes, expecting they influence voting decisions of their families in Mexico through a dense cross-border networks.
