本研究の目的は「①地方自治体における子どもアドボカシーセンター制度化方策を明らかにする。②独立性・公益性・持続可能性を担保した民間団体による子どもアドボカシーセンター設立・運営方法を明らかにし、設立・運営マニュアルを作成する。③専門性のある子どもアドボケイト養成・スーパービジョンの方法を明らかにし、独立子どもアドボケイト認定制度を構築する。④独立専門アドボカシーの実践方法（訪問アドボカシー・個別アドボカシー）を明らかにする。」の４点である。
①については、名古屋での一時保護所への訪問アドボカシー試行事業に向けて一般社団法人子どもアドボカシーNAGOYA及び児童相談所との協議を継続的に行った。大阪ではすでに児童福祉施設４施設への訪問アドボカシーが実施されているため、運営・連携と実践の改良に向けての協議をNPO法人子どもアドボカシーセンターOSAKA及び行政と継続的に行った。
②については、大阪と名古屋で定期的に研究会を開催し、他の地域のアドボカシーセンターとも連携して、研究協議を行ってきた。
③については、子どもアドボカシー研究会と共同で、子どもアドボカシー基礎講座・実践講座（選択ユニット・演習ユニット）からなる養成の仕組み及び認定方法を開発した。
④については、NPO法人子どもアドボカシーセンターOSAKAと協働でアクションリサーチを実施し、データの蓄積を行っている。毎月一回、オンラインを含めたSVを行っている。 -
スウェーデンにおける要支援の子ども・家庭への在宅型サービス

本研究は、予防的かつ家庭支援重視のアプローチによる豊富な在宅型サービスを大きな特徴とするスウェーデンでの要支援の子ども・家庭への支援に注目し、効果的な予防型支援のあり方を探求するものである。以下の3つの面から取り組んでおり、3年目となる2021年度の各々の進捗は以下の通りである。
①「概念理念、法制度上の位置づけの明確化」は、1-2年目に一定達成した。その上で、虐待事件を契機として現地で浮上している法改正議論等を追加的にフォローした。また、今日スウェーデン社会で確立している概念理念の土台となる歴史的背景について、引き続き現地語文献を読み進めて理解を深めている。
②「行政、市民社会による多様な事業実践の内容・方法・効果の明示」については、特にコロナ禍でみられた動向とそれに関する研究について情報収集を継続した。スウェーデンでも深刻化した、女性・子どもへの家庭内暴力への迅速な対応も興味深いものであった。様々な方法論は、現地でのオンラインセミナー（子どもの権利研究大会、子ども福祉財団による研修等）への参加を通して、具体的な知見を広げた。
③「一般の子育て支援策、在宅型サービス、社会的養護の連続性の視点からの考察」については、日本での実践現場への参画を通して得た知見も活用しながら、検討を深めている段階である。子どもアドボカシーに関する共同研究にも携わり始めたことで、子どもの側からの視点が強化され、より総合的な考察へと広がる道筋が定まりつつある。
コロナ禍で現地調査は2021年度も実施できなかったものの、以上の3点を通して、国内外の研究者や研究協力者との連携を深めることができた。研究成果は、研究会で積極的に報告した他、日本地域福祉学会での口頭発表、また著書（共著）として公表した。 -
福祉ガバナンスと介護労働の変容に関する国際比較研究

本研究は日本や欧州の高齢者介護の市場化に伴う福祉ガバナンスの変容について分析し、それが介護労働にどのようなインパクトを与えているのかを明らかにする国際共同研究である。研究対象国としては、介護サービスを租税財源でまかなうデンマーク・スウェーデンと、社会保険財源でまかなう日本・ドイツである。多様な調査手法を組み合わせ、各国の市場原理導入のあり方やそれに伴う福祉ガバナンスの変容を分析し、介護労働にどのようなインパクトを与えているか、諸相を分析する研究である。
2019年度も研究チームで定期的な研究会の開催を行った。日本、スウェーデン、デンマーク、ドイツの介護政策の最新情報を収集し、動向を分析した。とりわけ、国際的な潮流であるアクティブ・エイジングの広まりとともに先進諸国で実践されている生活機能回復支援がデンマークの介護現場にどのように導入され、それが介護労働をどのように変容させているかについて議論を深めた。さらに、国際学会Transforming Care Conferenceに出席し、研究報告を行うとともに、デンマーク、スウェーデンを初めとするヨーロッパ諸国の介護研究者と意見交換を行うことができた。また、社会政策学会の国際分科会に参加し、日本、スウェーデン、フランスの介護労働・家事サービス労働に関する議論を行った。さらなる国際比較調査に向けて、分析枠組み、調査手法、調査対象者等について議論を行った。 -
An analysis of the overlap between "government" and "market, civil society, and family" in Swedish welfare society

This study focused on the overlap between “government” and “market, civil society, and family”, and investigated a wide range of occurrences and their contexts since the year 2000 in Sweden. As a result of these interviews and fieldwork, the following were discovered mainly out of the care needs assessment framework, and are as follows: a clear development of municipal collaboration with other sectors rather than an increase of new practices within other sectors; and the penetration of traditional informal mutual support, both of which are hardly evident in official legislation and statistics. The aforementioned findings were based on remaining public responsibility for eldercare, and the public’s extraordinary trust in that, which can be clearly delineated into the role of family and civil society. The analysis allowed for the consideration of the current structure and features of the Swedish welfare society, and its future outlook and suggestions to Japan can now be explored.

NPOs play a critical role in advocating in the field of social welfare in Sweden and have significant influence in the society. This study tries to explore and clarify the reasons why Swedish NPOs can be so powerful and effective in advocacy from the two perspectives: 1)Social policies and institutions (macro), 2) Actual strategies taken by NPOs especially in the field of individual and family welfare(micro). As a result, it is found that there was no special public policy to promote social welfare organizations to advocate. Instead the reason was found in the history of the civil society and the development of Swedish social welfare state. There is what we can call “legitimacy” of NPOs in Swedish society which enables them to exist firmly and to be heard.

The home care systems in Denmark and Sweden have introduced BUM model, which means care delivery and care assessment are divided. The model has a disadvantage where care services do not match the actual needs of the elderly, since care assessors are not care workers who have the daily contact with them in care setting. The empirical research showed that care workers (home helpers) play an essential role in preventing the mismatch in care services. They use relational power and deliver the care flexibly according to the needs of the care recipients

In this project, 7 steps were taken: Firstly, the concept of "ommunity-based welfare governance" was theoretically clarified, and hypothesized that it could have the capacity of and system to solve the matters concerning the welfare of individuals in a community. Secondly, interviews were conducted with social workers in several cities. Thirdly, with the findings from the interviews, Japanese cases of community-based welfare governance were typified. Then, vignettes were made, withdrawing from actual hard-to-tackle cases in Japan, as the fourth step, and an analytical framework was developed using such concepts as discovery, key person, collaboration, resource mobilization, and macro support. As the fifth step, international comparative research was conducted, using the vignettes as the research tool, in the U.K., U.S., Norway, Sweden, and South Korea. The analysis of the comparative research shed light on how social work development in a small community contributes to the self reliance of those affected and resolution of challenges, which was the sixth step. And lastly, training programs for experienced social workers were developed by using vignettes.

The purposes of this research are to survey the actual state of NPOs involved in child welfare in Sweden and to consider the role of them from a viewpoint of NPO-public sector relations. Interviews were conducted with four NPOs who have a powerful social influence. As a result, the aspect of"advocacy"which is regarded as traditionally Swedish is still shown today even strongly, by being combined with some direct-support-oriented activities outside of the public social services. Also, it has become clear that NPOs regard themselves as"avangarde"or"complement"in relation to government and their final aim is to promote improvement of public social welfare to meet the need of the time.

This research project had two purposes. One of them is to clear variation of elderly care even among the Nordic countries (Sweden, Denmark, Norway and Finland). Another is to analyze reasons of the variation with perspective of culture, history and politics.This research project makes it clear that many similarities and differences of elderly care in the Nordic countries. For example, idea of marketization and privatization has established in these countries. It goes rapidly in Stockholm in Sweden and it goes slowly in Norway. It depends on policy of the government and their culture, because it is true that care service is to support elderly who live there.

Denmark and Sweden have introduced a system, which enable private providers, as well as public providers, to deliver long-term home care. This system necessitates clarifying of the service standards, and standardization measures play a major role in this aspect. However, it is desirable to give thoughtful attention to flexibility and individuality of care. Top-down regulations and control and lack of flexibility and discretion have made it more difficult for the care workers to do "emotional labor" in the delivery of home care.

This research study was designed to capture the idea of "Welfare Community," a community-based social work practice and the governing system that enables the social work process, through international comparison. It also aims to identify the appropriate social work education that would contribute to the establishment of "Welfare Community." During the research period, we have held study group periodically, and we have organized several workshops and a seminar which were open to the public. Besides, we have conducted interviews with social workers in selected communities, and we have also conducted a survey with schools of social work in Japan and overseas. In this study, we have analyzed the social work method, governing process and social work education that would maintain the "Welfare Community."
