本年度も新型コロナ感染症のパンデミックが続く中、理論や方法論の構築および二次資料の分析を主体とした事例研究の実施を行った。まず、理論や方法論の構築においては、本研究で用いるMAISアプローチについて、技術の社会的構成、技術の社会的形成、技術の二重性論、アクターネットワーク理論、やLeonardiやOrlikowskiらの社会物質性などの先行する議論との理論的位置づけを明らかにし、日本経営学会関西部会(5月8日）において「MAISアプローチとは何か」と題して報告を行い参加者との意見・情報交換を行った。
事例研究については、多くの組織が関係し、その連携の問題から、大惨事となった信楽高原鐡道の事故を関連する多くのアーカイブや裁判例を用いることによってMAISアプローチを用いて分析を行った。これにより従来は明らかにされていなかった組織連携の問題がいかなる物的存在、行為主体、制度的・構造的要因によって形成されたのかを明らかにすることができ、そこからの実践的な教訓や今後のさらなる研究課題について得ることができた。この研究内容は、「MAISアプローチによる信楽高原鉄道事故の分析」という論文として関西大学商学論集（66巻4号）に掲載された。
また、2017年発生の新幹線重大インシデント（台車亀裂）の事例研究をMAISアプローチによって分析した論文"Inter-organizational Collaboration for the Safety of Railway Vehicles: A Japanese Case"が、Contracting and Safety: Exploring Outsourcing Practices in High-Hazard Industries（Springer）の第4章として公刊された。 -

The purpose of this research is to indicate the analytical framework and theory for understanding the fundamental innovation process accompanied by the change of science and technology and the change of industrial structure. To establish a theory and method that dynamically links advanced science and technology and international competitiveness of industry. A large synchrotron radiation facility (SACLA and SPring-8) was picked up as a Big Science research site with the cooperation of RIKEN, and a multifaceted analysis was conducted.

This research aims at investigating the inter-firm division of labor of Japanese firms and examining its implications for competitiveness. The research consists of multiple empirical studies that share the objectives and deal with a variety of Japanese firms and industries, such as the automobile, electronics, information and communication, pharmaceutical and bio-technology, and machine tool industries, drawing on a variety of data and methods. Overall, the research suggests that competitive inter-firm devision of labor would involve, on one hand, "closeness" in terms of human, financial, geographical or resource relations, and, on the other hand, "openness" to explore various relations widely. This implies that efforts and creative solution to deal with these two requirements, which are seemingly contradictory to each other, would be critical for competitive management of the inter-firm devision of labor.

We have two perspective in this research. First of all, relationship between entrepreneur activity and cluster formation and development has become missing link. Regardless of typology in the cluster, the emergent type and the planned type, we could verify the importance of entrepreneur activity in order to create the platform at the process of cluster formation and development. Secondly, in order to create the regional capability, the community ingrained with regional context, offering the stability of life vis-a-vis the instability of challenging business, should be the most critical condition of creating the regional capability in the Japanese society today.

I conducted theoretical and empirical studies on technology management for securing the safety of advanced technological systems. That is to say, I constructed a theoretical framework for the purpose through a critical review of previous studies in the sociology of technology and organizational studies. I also conducted several case studies in the field of railway services, airway services, and airway control services, based on the theoretical framework. The data for the case studies were obtained from fieldworks and literature.

This study aims to shed light upon the role of human resource development in enhancing enduring competitive advantage at national level focusing on leadership and professional capabilities. It is an integrative effort to link leadership studies with strategy and innovation studies. The major result of this study is threefold. First, continued success and innovation require the systematic and accelerated development of core human resources with leadership and/or innovation capabilities. Longer tenure is imperative in crucial organizational transformation which is also conducive to enhancement of competitive advantage at global level. Second, types of experiences core human resources have gone through in their careers as well as lessons they learn through their mentors in the context of strategy/innovation formation and implementation provide the platform to core human resource development. It demands the further sophistication of the theory of experiences. Third, the modern development of management and organization theories have been going back and forth between the system focus and the human focus like a moving pendulum. The higher-order integration as suggested by this study is to serve as a beachhead for liking the rather micro human resource studies to national turnaround studies at macro level.

Research on pharmaceutical research and development in the bioinformatics era

This study aims to investigate the influence of bioinformatics on the process and management of pharmaceutical research and development. The methodologies are document investigation and semi-structured interviews with researchers, managers and specialists working abroad and in Japan. The study also includes investigation about the history and the current situation of bioinformatics in the UK, France, Sweden and Japan, focusing on its relationship to the pharmaceutical R&D. In addition, the investigator researches the change of R&D process, organization and strategy in Japanese pharmaceutical companies.
This study concludes that bioinformatics has changed the process of pharmaceutical R&D into the one accompanied with the molecular biological approach. This promotes the technological rationality of pharmaceutical R&D, but it does not necessarily promote the economic rationality. This is partly because bioinformatics does not cover the entire process of pharmaceutical R&D, partly because human creativity and organizational capabilities are necessary to evaluate the data, and partly because of the cost of bioinformatics use, the characteristics of market, and the situation of competition. All of these factors moderate the economic impact of bioinformatics on the pharmaceutical R&D. However, it is certain that bioinformatics significantly changes the R&D process of pharmaceuticals by adding to the aspect of the molecular biological mechanism (including the social shaping of the mechanism), and by facilitating the division of labor among different types of organization, such as universities, pharmaceutical companies, start-ups, and so on. This study also examines the "bridging problem" between the academic world and the business world, related to the division of labor in the area of pharmaceutical R&D.
The results of this study are published as two English journal papers, four Japanese journal papers, one presentation at an international academic conference, one presentation at a national academic conference (to be held in September 2006) and a book review. -

日本にとって重要性を増しつつある知識集約型産業における技術革新について、医薬品工業を例として調査研究した。まず、日本の医薬品開発で長らく主役を担ってきた抗生物質など抗菌剤の開発の流れを分析した。ここでは、業界での大きな技術的流れとしての「産業の技術軌道」と、各企業それぞれの技術的流れとしての「企業の技術伝統」を見いだした。産業の技術軌道を生み出す要因は、研究者行動の特性、技術的機械と技術的限界、開発および生産の経済、市場の要求など、企業の技術伝統を生み出す要因は、技術獲得の経緯、経営資源の有限性と特異性、組織行動の特性、市場での成功体験などであると考えられる。企業の技術伝統はたいがい一つの技術軌道に築かれ、一朝一夕に新しい技術軌道に技術伝統を築くことは困難なようだ。技術軌道の盛衰を乗り越えるには、技術軌道や技術伝統を形成する諸要因を早いうちに操作する必要があることが示唆としてえられた。次に、具体的に2社の製薬企業における技術変化について、製品と製法の両方について詳しく調べた。その結果、製品革新の余地が大きいこと、製品革新には合成プロセスの革新が伴うこと、規制が技術革新に与える影響が大きいこと、技術革新の源泉としては製薬企業のほか技術のシ-ズを有した諸組織の貢献が大きくユーザやサプライヤの貢献は少ないことなどが医薬品工業における技術革新の特徴として得られた。とくに、日本の製薬業の場合は、製法革新から製品革新へと重点の移行が見られること、漸進的な改善から画期的革新へと移行してきていることが明らかとなった。このことから、知識集約型産業の技術革新を考える際には、技術的深化、技術シ-ズとのパイプの確立、ユーザ至上主義からの脱却、グローバルな制度や政治の動向への配慮などが重要であるという示唆が得られた。

日本の化学工業経営における技術変化と技術管理

有効な技術管理のためには技術変化の態様をまず明らかにする必要がある。その技術変化の態様については産業により相違があることが本研究で明らかとなった。本研究では、日本の塗料工業および製薬業における技術変化についてそれぞれ数社の詳細な事例研究をすることによって、これらの多品種ロット生産を特性とする精密科学工業における技術変化の道筋が、合衆国自動車工業を経験的基礎とした技術変化モデルや、同質製品を大量に生産する素材型化学工業における技術変化のそれと相違することが明らかになった。加工組立産業のモデルでは、産業成熟とともに製品の標準化・製法の自動化・生産の大規模化・製品革新から製法革新への重点の移行・画期的革新から漸進的革新への移行が進むとされており、素材型化学工業の研究では、加工組立産業の場合と比べて産業ライフサイクルの速い段階で同様の移行が進むとされているのに対し、精密化学工業では、こうした移行があまり進展せず、一定段階でとどまり、製品革新や画期的革新が以前と重視されつづけていた。このようなことから、産業の技術変化を考える際には、化学やバイオテクノロジーをコアとするプロセス型工業のなのか物理的加工をコアとする加工組立型工業なのかというような技術特性への配慮、小品種大ロット生産で許されるのか多品種小ロット生産が要求されるのかという市場特性への配慮、さらには製薬業のように特定の制度がいかに関わっているのかというような点への配慮が必要であることが明らかとなった。
