As a modern phenomenon, accidents are caused frequently by careless behaviors of a plurality of persons. Especially, accidents involving fatalities or injuries could be caused by careless behaviors of persons that are related to activities of companies.
In this study, we tried to analyze the theoretical bases to clarify the criminal reliability of a person who acts with negligence and causes a large-scale accident thereby. Because of the universal character of this phenomenon, we though it is useful to research the theoretical bases of other countries. Therefore, we asked professors in Germany and Taiwan for the opinions on this issue and exchanged the points of view with them. The result of the symposium is to be published in Hogaku Kenkyu (Keio University). -

This research focuses on grobal anti-bribery and corruption. For several years many countries made significant changes to their anti-corruption regulations. But its enforcement actions in out-of-court proceedings leads to lack of judicial scrutiny which is in itself a highly problematic development from a rule of law perspective.

A research on application of criminal law to cross-border crime. This research referred to many measures against cross-border crimes in member states of the European Union, especially in Germany ( cross border cooperation in the combating of cross-border and organised crime), because it has a long history of this problem. Not only legislation and application of law, but also law enforcement is significant to fight against serious international crime. EU has Europol and Eurojust to achieve this goal. In Japan we should construct a similar organization to cooperate with many countries. In this reseach prepared the ground for the purpose.

Traditionally, Eastern Asian countries such as Japan, China, Taiwan or South Korea have independently developed their own criminal legal system under the influence of legal systems of Soviet Union, Germany or Japan. Economic criminal law has been one branch of it and legislation in this area has been mostly tackling concrete problems emerging newly. However, this study has clarified that in this field more and more common problems are emerging as economic activities are globalizing. In order to combat them, it is important for these countries to learn from each other their methods to solve them. This importance is not limited to concrete legislation but ranges over general principles of criminal law and sanctions systems in general, what indicates the necessity to continue analysis and proposal in the area.
