    <title>Abstract</title>
    Tsunami evacuations plan should consider the behavior of local people. In this study tsunami evacuation start was analyzed using tsunami evacuation simulation consist of evacuee generation and evacuee behavior model. Pangandaran west beach was selected as the target area due to its popularity as a tourist spot and fishery activities in West Java. Evacuation simulations were conducted using 500 evacuations agents with tsunami shelter and grand mosques as goal for the safer place. A total of six evacuation scenarios were made using a different set of evacuation triggers parameter value with the combination of influence weight and effective range. The simulation result indicates that the influence weight which made 57% of people start evacuation immediately after the earthquake happened showed an instantaneous evacuation. Simulation result that was using lower influence weight and lower exposure range showed a more gradual tsunami evacuation. The simulation gave promising results that Pangandaran people could be safely evacuating if they raise their awareness and preparedness. The low-cost simulations that were used in this study provide an insight into the behaviors of Indonesians during disaster evacuation and might use as support for tsunami evacuation planning. However, to produce more satisfactory result we need to conduct field survey and tsunami drill to gain more information of people behavior during tsunami evacuation.

    2019年度はデータ利活用協議会におけるデータ利活用のためのルールと規格を検討し、分科会活動を進めた。地震波形情報等を保有する企業と個別に「データ提供に関する覚書」を結び、民間企業のデータを活用する準備を行った。当初は3年目中までに4社との契約を目指したが、すでに2年目中に4社(令和元年度現在)と契約が結べ、防災科学技術研究所の基盤的データ、首都圏地震観測網データの統合が進んだ。
    新潟大が中心となり、データ利活用協議会の活動を推進した。参加者数は1,165名となった。組織会員は、2018年度より10増えて67会員(企業54、自治体は3、団体は9、その他1団体)、個人会員は13名となった。データ利活用協議会では、理事会による協議会の運営体制が確立した。分科会活動についても積極的に推進した。具体的には、7分科会と1ワーキンググループにおいて、合計で年間で48回(内訳:会議・打合せ38回、調査9回、イベント1回)を実施した。また、分科会活動全体のデータ利活用を統合的に推進するインフラ分科会を新たに立ち上げた。
    防災科研が中心となり、防災科学技術研究所が保有している情報インフラ基盤に、首都圏レジリエンスプロジェクトとPRISMから得られるデータの連携や2次利用に関して、技術的課題を抽出し、対応策を検討した。特に、企業とのデータ連携については、防災情報サービスプラットフォームを介した情報の共有について、その流れや権利関係等の課題も含め検討した。
    東京工業大が中心となって、被害拡大阻止のために、2016熊本地震の宇城市の被害認定調査結果および地震動分布を整理し、宇城市の建物フラジリティ関数を構築した。また、地震動レベルの大きい益城町とやや小さい宇城市の建物フラジリティを統合する方法について検討した。また、益城町の現地写真に基づく深層学習や写真目視により層破壊建物データを作成し、その建物の分布を明らかにすると共に、航空レーザーデータを用いた層破壊建物の抽出手法を検討した。さらに2018北海道胆振東部地震の地震動データの収集と整理を行い、被災地の地震動分布を推定すると共に安平町の罹災証明データの収集と分析を進めた。
    岐阜大が中心となって、供給・処理・交通系ライフラインの被害・復旧データを収集・整理し、地震動分布との統計分析により、物理的・機能的フラジリティ関数、レジリエンス関数を構築した。1)上水道管路は2007新潟県中越沖、2011東北地方太平洋沖、2016熊本地震時の上水道管路の被害データを用い、最大速度(PGV)、管種、液状化の影響度が大きいことを明確化、2)下水道埋設管路は、2018北海道胆振東部地震で被災した下水道埋設管路網のデータベース化と被害率算定の実施、3)鉄道に関しては、2011東北地方太平洋沖、2016熊本、2018大阪府北部、2018北海道胆振東部地震における機能的フラジリティ関数を構築、3)デ活・インフラ分科会の立上げに貢献、等を行った。
    富山大が中心となって、1)2019山形沖地震の早期被害把握を目指してAIによるブルーシートの判定を実施、2)2019台風15号では同判定モデルを活用・検証を実施(35%の適合率に留まる)、3)既述1)2)により、ドローンの活用には地域特性を含めたAIの学習機会を創出する仕組みが必要であることを明確化、4)2018大阪北部の地震においては衛星画像を用い、深層学習・ニューラルネットワークの1つであるVGG16モデルを用い、短時間の学習で、適合率93.75%、再現率94.74%(F値:0.94)を実現した。これらの結果から、衛星画像とドローンによる収集画像を組み合わせることで、精度の向上が見込まれるという見通しを実証した。
    兵庫県立大が中心となって、事業継続能力向上のための業務手順の確立を目指し、1)2019台風第15号・第19号・第21号における企業の事業継続活動に関する質問紙調査を行い、BCP(事業継続計画)が機能しなかった理由等を明確化、2)災害対応に工程(プロセス)の視点を持ちこんだ災害対応工程管理システムBOSSにおいては、2019台風19号被災地・静岡県南伊豆町を事例として自治体職員実装による検証・改良を実施、3)「帰宅困難者支援施設運営ゲーム(企業内待機版)KUG)について、実際の帰宅困難者支援施設運営ゲーム(KUG②)ワークショップによる複数回の検証を経て(東京都台東区、東京都渋谷区、京都府、自治体主催)津波なしシナリオゲームを新たに作成した。
    関西大学が中心となって、1)南海トラフ巨大地震「事前避難」防災計画策定について、「津波避難対策特別強化地域」半数の未策定自治体に対し、新たな文化的防災を提案する等方向性を提示、2)首都直下地震おいては、縮災対策の内容としてネットワーク社会のノードに対する複合災害とエッジに対する連続滝状災害を阻止することが重要であることを明確化、3)2019九州地方の水害・台風15号・19号災害において、調査を実施、府県レベルの地域防災計画の改定内容を提示すると共に台風19号のコースが東寄りで、東京に集中豪雨が発生すれば荒川などの首都圏の河川が氾濫したことを実証・対策の必要性を明確化、した。

    &nbsp;Many people could/did not evacuate from the 2011 Tohoku Tsunami. Solving problems of the evacuation start is very important to mitigate human losses due to tsunami disasters. In the present paper, we have been developing the evacuee generation simulation based on the viewpoint in which various agents in our society play an important role in the start of tsunami evacuation. In this research, using &ldquo;Digital Archiving of the Great East Japan Earthquake Survey&rdquo; and &ldquo;Evacuee Generation Model&rdquo;, we analyzed the start of tsunami evacuation in the 2011 Tohoku tsunami in Shidugawa, Minamisanriku. The results revealed that (1) many residents in their offices or stores headed evacuation sites after they went back home, (2) most residents move outwardly from the center of the town, and (3) residents in the suburbs of the town could start evacuation easily because of the reality of imminent emergency which prompts the need for evacuation constructed by many residents.

    &nbsp;Physical and numerical experiments have demonstrated that surrounding buildings reduce the tsunami lateral force. However, the effects of surrounding buildings on the overturning of a RC building due to an actual tsunami have not been clarified. In this study, we focus on a pile-supported RC building in Onagawa town in the Miyagi Prefecture that was overturning during the 2011 Tohoku tsunami. The effects of surrounding buildings on the overturning moment of the target building were investigated numerically. It was found that there was a group of surrounding buildings that reduced the moment by weakening the tsunami flow toward the target building, and another group of surrounding buildings that increased the moment by preventing the tsunami from going behind the target building. The magnitude of the effects depended on the layout of the buildings.

    Many people could/did not evacuate from the tsunami, despite having sufficient evacuation time and warning in the 2011 Tohoku tsunami. The authors focused on evacuee generation and developed the numerical model associated with it. We simulated tsunami evacuation in Ishinomaki during the 2011 Tohoku tsunami. The results revealed that people located along the seaside had more difficulty to start evacuation than those on the hillside because of lack of information sources including people's behaviors, and the start of tsunami evacuation became more difficult as time passed.

    &nbsp;RC buildings with piles had been expected to be resistant to tsunamis. However, pile-supported RC buildings were pulled up and toppled by the 2011 Off the Pacific Coast of Tohoku Earthquake Tsunami. Damage mechanism of the pile-supported RC buildings due to tsunami has to be found out for tsunami evacuation countermeasures with tsunami evacuation buildings. In this study, we focus on one of the pile-supported RC buildings in Onagawa town, Miyagi Prefecture that was pulled up, toppled and moved during the 2011 tsunami and find out the effect of three dimensional tsunami analysis for damege mechanism. As a result it was shown that caluculation result of two dimensional tsunami analysis is 12.1% bigger maximu tsunami at horizontal force, 3.2m lower at its point of action, and 40.9% smaller at the overturnign moment than that of three dimensional tsunami analysis.

    &nbsp;The regional death ratio varied depending on whether a sea was visible or invisible during the Great East Japan Earthauqke and Tsunami. In the present paper, we developed the tsunami evacuee generation model with a regional coefficient <i>R</i>. The model was applied to the actual district, and it was clarified that a sea-side area should have 3 to 11 times larger <i>R</i> than a land-side area to reproduce the regional difference in a death ratio. The proposed coefficient is available to analyze numerically a regional difference for start of tsunami evacuation.

    Pile-supported reinforced concrete buildings were uplifted and overturned due to the 2011 Great East Japan Earthquake and Tsunami. It is important to understand the mechanism that caused such damage to enable us to build resilient coastal communities against mega tsunami. In the present paper, we study numerically the difference in tsunami response among overturned buildings and surviving buildings in Onagawa town. The following conclusions have been obtained. (1) We cannot explain from the view point of only the hydrodynamic force whether these buildings overturned or not. (2) The pile resisting moment makes a significant contribution to overturning resistance for most of overturned buildings, but not for the surviving buildings. (3) The failure of the piles of overturned buildings could be caused by only the tsunami hydrodynamic force.

    A DEM based tsunami evacuation simulation model is developed. This model has new two functions as people requiring assistance activity and evacuation by car. The DEM based simulation model can evaluate the force between elements. This paper presents the detail of these models, their verification and case study of Nakanishi region, Minami-Awaji-shi, Hyogo-ken. According to the result of the case study, planning evacuation time in the existed evacuation plan is too short to evacuate.

    Some people in buildings escape outdoors in order to protect themselves against the strong shake of the earthquake. The authors focused on this behavior and revealed its relationship to starting the quick tsunami evacuation. In this research, the 2014 Off Iquique Earthquake and Tsunami was selected to be the site of interest. To capture the behaviors of customers and staff in Mall ZOFRI, which is the large shopping mall located in Iquique, Chile, we conducted the interview survey, analyzed the security camera footage, and simulated the situation just after the strong shake of the earthquake. This study revealed that escaping outdoors helps in quick tsunami evacuation.

    Quality assurance of tsunami evacuation simulation models, which have been used as a tool for tsunami evacuation plan, has been increasingly important. In this study, we present the basic concept and propose the quality assurance method based on the concept. This method consists of two steps, Verification and Validation (V & V), which is the standard method in the numerical simulation field. V & V was applied to four kinds of evacuation models. As a result, we made sure that our proposed method, V & V, could be applicable and useful for quality assurance of tsunami evacuation simulation models.

    Regarding 2011 Tohoku Earthquake and Tsunami, more than 20,000 people were killed or missing. In addition, more than 90% of killed people were due to tsunami. Many people could not or did not evacuate from tsunami despite enough evacuation time and warning information. The awareness of danger in a community increases by not only information given by the governments and the mass media but also behaviors of people in a community. After their awareness reaches their upper limit, they start evacuation. In this study, authors developed the simulation model for the initiation process of community's tsunami evacuation focusing on awareness of danger in a community. Authors verified the model with simple conditions, and validated in the case study of an elderly care facility which was attacked by the 2011 Tohoku tsunami.

    In local disaster prevention plan, few local municipalities consider unexpected tsunamis, and most of them make a tsunami inundation hazard map following a scenario which is provided by the central government. Hazard map which shows ranges and uncertainties of the assumption can be more reasonable to understand the tsunami risks in the local scale. Local municipalities also should know the disaster resistance capacity of the region in advance to adjust occurrence of unexpected event. This study assesses the resistance capacity of local communities against tsunami inundation by continuous increase in tsunami intensity. The analysis shows the tsunami magnitude which changes the stage of disaster response referring to loss of shelter capacities in the administrative side and the potentially vulnerable and high risk areas against tsunami inundations in the residence side.

    Next future Tokai-Tonankai-Nankai earthquake is predicted by the Headquarters for Earthquake Research Promotion with a high probability of more than 60%. This study has evaluated the inundation risk against various tsunami magnitudes over the estimated tsunami source by the Central Disaster Prevention Council. In the Wakayama Prefecture, variation of tsunami-induced inundation areas and heights depends on each area's topography. Inundation risks in the middle and south areas gradually increase with the increase of tsunami magnitude, while the inundation risks in the north low-lying areas increase drastically.

    A large earthquake of Mw 8.0 occurred in Samoa Islands region in the early morning of 29 September 2009 (local time). A large tsunami generated by the earthquake hit Samoa, American Samoa, and Tonga. The field investigation on evacuation behavior was carried out in Tutuila Island, American Samoa. The death ratio was low against the tsunami magnitude. This feature of this disaster resulted from waveform of tsunami, land use, residents&apos; call, mayor&apos;s call, and so on.

    A large tsunami attacked Tutuila Island, American Samoa in the early morning on 29 September 2009 (local time), and killed 35 people. We must draw attention to be low death ratio compared with past tsunami disasters, while local people did not get tsunami warning information before tsunami coming and did not have tsunami knowledge. We carried out the field investigation on evacuation behavior of residents in Tutuila Island. The main findings are as follows: first, most residents evacuated some high ground areas close to their residential area. Secondly, almost all people evacuated on foot. Third, residents built social reality "We are dangerous when we are here". The reality was built by some people's behavior, e.g., mayor's call, residents' call, sounding the church bell and so on.

    It is thought that the Tonankai-Nankai Eq. occurs with certainly in the first half of this century. There is a possibility that we have higher tsunamis than the current estimation when next earthquake has bigger magnitude than the current estimation. Also, we found that some local tsunamis become much higher in the case of bigger magnitude earthquake. This is a result given by case study of Hokaido Tokachi off Eq. In this study, we try to find out relation between earthquake magnitude and tsunami height, and we try to be clarified why tsunamis due to a bigger magnitude eq. become much higher locally. Also we try to suggest social response in the next Nankai Eq. in consideration on locality of tsunami amplification by earthquake magnitude.

    The southwestern Pacific Ocean is prone to significant tsunami risk due to giant earthquakes generated near Japan. In this study, two huge tsunamis in the Japan Trench and the Nankai Trough were assumed. They have been called the Sanriku Earthquake Tsunami and the Tonankai-Nankai Earthquake Tsunami. To check the uncertainty of the tsunami model, four more models that intensify the dislocations of half of the tsunami sources were assessed. The computed tsunami energy distributions show that the Sanriku Tsunami propagates mainly toward the central Pacific Ocean and has little effect on the southwestern Pacific countries. On the other hand, the tsunami in the Nankai Trough propagates mainly toward the southwestern Pacific Ocean because of the Mariana Trench. In many cities, the water level exceeds 50 cm. Further, there are some observation stations along the path of the tsunami propagation and they might be useful for a far field tsunami warning system in this region.

    This study aimes to find out long-term effects of social responses in the 1994 Mindoro tsunami disaster in Oriental Mindoro, Phillipines. In the results, we found out that the resettlement policy toward residents in huge damaged areas by the government was successful so far. Rebuilding houses method "Food for Work" and improvement of infrastructure in the relocation sites were effective against the long-term success of the resettlement policy. In order to continue this success in the future, early issue of land ownership certificate for the residents who have not got ever, and continuance of disaster education in the local high schoole enveloped students' families will be essential.

    <p>After a devastating disaster in developing country, international community rushes to the affected area for humanitarian assistance. Although huge amount of international assistance are provided, it is not clear whether affected area are really recovered. For disaster recovery, it is important not only to restore damaged community to pre disaster situation, but to improve livelihood and reduce disaster vulnerability. Past disaster recovery experience in developing country shows recovery terminates when international cooperation finishes without achieving these goals. In this study, we try to analyze recovery process through case study on different recovery experience in Indonesia. Based on the analyze we try to clarify disaster recovery process and propose key requirement for future international cooperation.</p>

    2004 Giant Earthquake at the Indian Ocean has had the possibility of slow slip on the fault around Andaman Islands. When sea bottom motion is slow, we cannot predict accurately tsunami by using the initial tsunami profile applied sea bottom deformation. Then, the authors showed effects of sea bottom motion on tsunami by using the free sea surface applied gradually sea bottom deformation in consideration of rise time and rupture velocity. This study has two stages: tsunami in the constant depth and tsunami in the actual bathymetric feature. Here we carried out the case study of 2004 Indian Ocean Tsunami.

    本研究では,1)電波環境計測や津波シミュレーションから津波検知性能を評価するモデルの開発,2)レーダ津波検知性能向上のためのノイズフィルターと,3)レーダによる津波情報を活用した住民避難モデルの開発を目指している.
    2021年度の研究概要は以下の通りである.1)データ同化を用いた津波波高予測精度に対するレーダ流速観測点数・位置や予測対象地点位置の依存性について検討を進めた.その結果,等水深線と直行するレーダビーム上で観測された視線方向流速をデータ同化に使用することで,予測精度を向上できることが判明した.2時間の予測を実施した場合,63地点のデータを利用すると,予測精度誤差は5.9%,計算に要する時間は15分であった.測点数を25地点にまで減らしても誤差8.5%程度に収まり,計算時間は5分まで短縮することができた.
    2)国内の同様の周波数を使用するレー ダ局においてレーダ使用周波数の近傍周波数に関するノイズ調査実験を行った.レーダ使用周波数帯周辺の短波放送やディジタル通信の存在とその混信状況 ならびに時間帯によるノイズレベルの変動状況などの把握の方法を確認した.また,SN比に大きな影響を与える波浪場については,インドネシアジャワ島南岸沖における波浪場を計測したところ,南西方向から高周期の波が観測されており,南極海から伝搬してきたうねり成分が卓越していることが確認された.
    3)インドネシア住民の行動特性を分析し,海洋レーダによる津波情報の有用性を高めるための知見を得た.具体的には,文献調査によりインドネシアにおける避難トリガーの実態を明らかにした.2018年パル津波で記録された映像を用いた分析と避難シミュレーションによって,インドネシアにおける避難開始促進要因を明らかにし,各要因の相対的影響度を定量的に評価した.

    For effective disaster management, prompt and accurate tsunami source estimation is important not only for updating tsunami warnings but also for determining emergency responses. Although tsunami waveform inversion is a powerful tool for estimating tsunami sources, expert analysis of a large amount of data by trial-and-error methods is needed. Machine learning is an effective means of extracting features from complex big data and determining underlying laws related to different phenomena. In the study, a model to estimate tsunami source from observed data by using machine learning was developed.
    Using the deep learning algorithm, a neural network model was constructed. The training data were based on a dataset generated using the fault models and the virtually observed water level changes. The trained model was validated by examining whether it could determine the tsunami source parameters for the different scenarios from the virtually observed data.

    We discuss about the resilience and robustness of infrastructures against both inter-plate and intra-plate earthquakes to enhance the hard and soft measures.
    For the typical inter-plate earthquakes such as 2011 Off the Pacific Coast of Tohoku earthquake and coming Nankai Trough earthquake we developed pseudo point source model and carried out the simulation of strong ground motion. For the active fault-induced earthquake like the 2016 Kumamoto earthquake, we estimated the resilience and robustness of infrastructure against a large displacement due to fault movement. Moreover seismic behavior and performance under the multi-hazard of strong ground motion, geohazard and tsunami were investigated.

    Characteristics of Nankai Trough Earthquake are a long predominant period, a long duration, attack of tsunami after the strong shaking and a extensive damage area. In this study, we make clear an aseismic safety level of infrastructure, structural and functional capacity of infrastructures for the social requirement and the countermeasures for preventing earthquake damage. We assessed an adequate input ground motion for the design of structures, and evaluated the earthquake and tsunami prevention strategies and countermeasures especially for lifeline systems such as railway, roadway, water, gas, electricity and various pipelines. In order to realize these issues and extend the applicability, we conducted numerical simulations by using such advanced simulation methods as FEM, DEM and SPH. Centrifuge experiments were also conducted to verify such computer simulation. The results obtained would be useful resources for soft and hard measures of mitigating earthquake and tsunami disasters.

    It is possible that a huge tsunami, with a large amplitude value such as the 2011 Tohoku Tsunami or the Nankai Trough Tsunami, can bring about the liquefaction of a loose sandy ground. In the present research, the liquefaction potential and the change in effective stress associated with the gap between the water pressure on the ground surface and the pore water pressure in the ground induced by tsunami inundation have been numerically studied in order to prepare safer tsunami evacuation shelters. From the numerical analysis, the following results have been found: (1) The pile foundations can make a critical contribution to resist a tsunami flow for low-rise, or middle-rise buildings, which cannot resist a tsunami flow through only their self-weight. (2) The ground response due to earthquake and tsunami should be analyzed to estimate whether the pile resistance force can be expected or not. (3) Surrounding buildings can increase the overturning moment for the target building.

    This study examined the tsunami evacuation questionnaire data of Natori city destroyed by the Great East Japan Tsunami. As for travel means, automobiles share majority of 65% and traffic jam became severer due to delay. Behaviors of going back home and moving from one evacuation place to the other are dangerous in flat plain topography.
    Authors investigated benefit of bicycle usage for tsunami evacuation drill in Tahara city facing the high threat of Nankai Trough earthquake. 45% of people evacuating longer distance to Atsumi Sports Park used bicycles, which are suitable for elderly not running well. According to the time measurement at safety lines, delay time of bicycle users is shorter than that of pedestrians. GPS log recordings indicated average velocities of 91m/min for pedestrians and 146m/min for bicycles, and standard deviation is smaller for bicycles than for pedestrians. Active use of bicycles in daily lives will improve elderly self evacuation in long term.

    Earthquake damage to underground structures of which extent can not be ignored are too numerous to enumerate in the recent large earthquakes after the 1923 Kanto Earthquake. However, the issue to be improved is the absence of perspective that the underground structures with spatially extent should be considered as a line, a plane or a volume structures with 3-dimensional behavior. In this study, we intend to deal with the underground structures comprehensively from their input ground motions to seismic behavior. We conducted the analyses and discussions by considering the suitable aseismic design and countermeasures.

    Many prefectures in western Japan are under the threat of gigantic tsunamis and earthquakes along the Nankai Trough within the first half of twenty-first century. I found out relation between earthquake magnitude and tsunami height and was clarified why tsunamis due to a bigger magnitude eq. become much higher locally. Also, I suggested tsunami disaster reduction considering locality and long-term effect of countermeasures.
