本年度は、昭和戦時期から戦後期にかけて土木系技術官僚がどのように地域社会を組織化していったのかという点を明らかにするために必要な史資料の収集・分析を行った。特に、赤木正雄などの砂防系の技術官僚や彼らが結成した団体（砂防協会など）に関する史資料について重点的に収集・分析を進めた。その結果として、彼らが１９３０年代に貴衆両院の議員や地域社会を組織化していく過程を解明することができた。
その成果の一環として、関西大学経済・政治研究所の第２５３回セミナー（２０２２年９月７日）で「砂防事業をめぐる「公助」と「共助」－近現代日本の場合－」と題する報告を行った。同報告を行うことによって、１９３０年代に砂防系の技術官僚がなぜ、そして、どのように地域社会を組織化したのか、政治史的に明らかにする見通しを得ることができた。
他に、本研究で得られた知見に基づいて、松沢裕作・高嶋修一編『日本近・現代史研究入門』（岩波書店、２０２２年）に、１９８０年代後半以降の日本政治史研究の動向を概観する論考を寄せた。
また、栃木県を事例として、ある府県に生まれた者が、政治家や官僚、軍人などになるにあたって、どのような制約を受けるのか、その結果として、どのような言説が生み出されるに至ったのか、試論的に論じたエッセーを公表することができた（「栃木県人であること－××県人であることの政治的意味－」『日本歴史』８９８号、２０２３年）。 -

This research analyzed, from a political-history perspective, the political movement of technocrats, especially civil engineers, from the Showa Wartime to the Postwar Period of Showa. The main results from the research are as follows:(1) It became clear that there was a serious conflict in the group of technocrats caused by dissatisfaction with the inequitable promotion. (2) The process that the technocrats became to promote the movement of flood control in the coastal area.

This research analyzed the transformation of the ministry of communications in the prewar Showa era. The main results from the research are follows:(1) It became clear that the technocrats of the ministry of communications promoted the science and technology policy with assurance based on their experience of the success of technological development.(2) The process that the ministry of communications organized interest groups by themselves to secure the budget, was clarified.

Rethinking of "parliamentary politics" in modern Japan: on the basis of primary resources in the Secretariats of House of Representatives and Councillors

This study examined modern Japanese history in terms of "parliamentary politics" by using a number of unpublished primary resources including those in the Secretariats of House of Representatives and Councillors. The achievements of this study are mainly as follows. 1)It examined the development of "parliamentary politics" and the roles of the Secretariats and secretaries of both houses in Diet. 2)It published the diaries of KAWAI Yahachi, which was found recently. 3)It examined how to preserve and open the primary resources related to the Japanese Diet, referring to the various archives in the UK.

This research analyzed, from a political-history perspective, the political movement of technocrats, especially civil engineers, in the first half of the 20th century. The main results from the research are as follows:(1)It became clear that the technocrats expected the two parties to realize the enlargement of their recruitment and promotion, and the expansion of public works projects.(2)The process that the technocrats became to be dissatisfied with not being materialized their claims, and organize interest groups by themselves, was clarified.

今年度は、大正期から昭和初期にかけての技術官僚の政治的動向について重点的に研究を進めた。その一環として、東京大学工学部や国立国会図書館などで史料調査を行ったほか、2010年8月から2011年3月にかけて、米国のUC・バークレー校日本学研究所に滞在し、戦前日本の技術官僚の政治運動に多大な影響を与えたアメリカの技術者諸団体(ASCEやAICEなど)に関する史料を収集した。その成果の一部として、同研究所のセミナーで"The activities of technocrats under Political Party Rule in Japan"(「政党内閣期(1924年～1932年)における技術官僚」)と題する報告を行った。また、前受入研究者であった村松岐夫氏(京都大学法学部名誉教授、行政学)が残された文書を整理し、目録を作成して公表した。同文書には、戦後の各種審議会や研究会についての貴重な史料が含まれており、本研究を進めるうえでも大きく資するものであった(同文書は今後、しかるべき史料収蔵機閥において公開される予定である)。他に、戦前日本の政党内閣制や官僚制を考えるうえで重要な史料である「牧野伸顕日記」、「入江相政日記」、「浜口雄幸日記」についての小論を執筆した。現在、これらの研究成果を踏まえたうえで、本研究の完成を目指して研究を進めているところである。
