本年度は、J.R.コモンズの主著1934年『制度経済学』（以下IE）のうち、長大な第10章「適正価値」の序盤（第一節「ヴェブレン」から第五節「習慣的前提」まで）の役割、意義、問題点を、制度再編の実験的方式に目配せしながら整理した。具体的には、以下の点を検討した。まず、第10章の序盤は1924年『法的基礎』の再説にすぎないのか、あるいは、素材が同じであっても、読者に彼の考え方を理解させるために論じ方を若干変えたものなのか。当時の読者にとって、そして、今日の私たちにとって、どのような分かりにくさが残っているか。そして、どのような点を強調すれば、「適正価値」と題する章の優れた導入になった可能性があったのか。まず、序盤の前半（第一節から第三節まで）を検討すると、もしこの前半がより明確なかたちで「適正な価格とサービスの規制」、すなわちマクロ・レベルに関する公共目的に照らした価格と実践の複合的な調整を主題にできていたならば、第8章までの適正価格論と第10章第六節以降の適正価値論をうまく架橋できていた可能性が見えてきた。次に、序盤の後半を検討すると、序盤全体の意義と役割が見えた。第1に、無形資産を、公共目的に照らして対立から秩序をつくるという制度経済学の観点から論じきった点である。第2に、こうした対立から秩序をつくるという議論の制度的背景と制度変化の方法を論じ、そこで司法の限界を論じ、それを克服しうるものとしてアメリカ的な実験的方式として委員会による適正な価値と実践の構築を議論した点である。さらに、この研究では、コモンズが、公共事業規制のための実験的方式もまた「理想的なものの実行可能な上限」のルールを定め、進歩に寄与しうると考えていたこと、そして、実際にそれが（一部で）実現していたことを明らかにした。この研究成果は関西大学経済学会の紀要『経済論集』において2022年6月に公表される予定である。

The discussion of credit market of J.R. Commons (a founder of American institutional economics) had not been comprehensively investigated. I analyzed his manuscripts comprehensively and characterized his discussion of credit market as "income approach." I associated the discussion with R.G. Hawtrey, the pioneer of the income approach. Then, I highlight that the uniqueness of Commons's discussion is to relate collective expectation and price movements. The method by which the movements is stabilized is "commission" (representation system of voluntary associations). The outcome of this research was published in Journal of Economic Issues, Vol. 54, Issue 4. I awarded Clarence E. Ayres Scholars 2020 by Association for Evolutionary Economics (AFEE).

By comparing John R. Commons' main work "Institutional Economics" (1934) with the recently discovered 1928-29 draft in the United States, we clarified the formation process and contemporary meanings of Commons' theory of money, income distribution and economic democracy. Our results on the theory of money are as follows. Commons' institutional interest theory, influenced by R. G. Hawtrey, is similar to today's endogenous money supply theory. In parallel with this discussion on the economic function of money (endogenous money supply theory, etc.), Commons developed a discussion on the social function of money (the theory of pay community). It has contemporary meanings as a conceptual framework for studying ‘reproduction of society’ through debt circulation.

In Germany, labor laws had been gradually relaxed since 1990s. However, in 2013, political decision was made which put the brakes to this trend. The reason of this policy change is that political parties were influenced by public opinion. This public opinion was mainly constructed by labor unions.
How was this pressure for social change created? This study pondered this question from the perspective of "social interaction." From this approach, this study showed that the concerted change of "self-definition," "practicable options," "relationships with others" bring the pressure for social change. -

This research project tries to reconstruct Industrial Relations Law, especially the legal system for collective agreements. This research compares Japanese legal system with that of Germany.
The achievements of this research consist of the following three points: 1. We should establish the purpose of the legal system for collective agreements concretely and set the requirements and effects of collective agreements to suit that purpose. 2. Those requirements and effects should be designed according to the various roles of labor unions. 3. The right to collective bargaining of labor unions is not adequate to guarantee collective agreements to have decent contents. -

This is the first research to attempt to reinterpret J. R. Commons' Institutional Economics with his newly discovered manuscript written in 1927 in order to clarify making process of his theory. This manuscript was found in Kyoto Prefectural Library by Hiroyuki Uni. We investigated in what extent and in what sense Commons had rejected or accepted previous classical economics or marginalism for constituting his original institutional economics. We also investigated how great historical changes from 1927 to 1934 such as Great Depression affected his theory of social reform. Moreover, we examined theoretical connection between J. R. Commons and institutional economists after the WWII, such as G. Myrdal. The final result of this research was published as an English book titled Contemporary Meanings of John R. Commons's Institutional Economics: An Analysis Using Newly Discovered Manuscript from Springer in 2017.
