社会・都市課題に対する政策の効果を事前に評価するため、政府や自治体では社会実験を実施している。しかし、政策評価の精度が低く、また評価も短期的な視点にとどまる。さらに、多様な当事者を関与させる技術が不十分であり、納得感のある政策立案も困難だった。そこで本研究では、可視化に基づき、都市・社会政策立案に自分ごととして関われるようなデジタル社会実験を可能とすることで、関係者全員が納得・満足するような実効性のある政策の低コスト・短期間での実施を支援する。POCとして、全国119の市町村の首長が参加するSWC首長研究会(SWC:Smart Wellness City、健幸都市)と連携し、健幸な都市政策や街づくりの政策立案を目標に、SPD基盤技術の有効性検証を行う。

効用関数の異質性を考慮する主要研究の展望を踏まえ、（１）非相似型の選好に着目した不平等研究の理論的考察（２）相似型・非相似型に限定せず、一般的な効用関数を用いた多数の個人が存在する閉鎖経済のラムゼイモデルを用いた不平等分析の理論的考察（３）国際貿易モデルにおける理論的考察の３点の研究を継続して行った。
本年度の研究実績は以下のとおりである。（１）については、既存研究で議論されている国内不平等に加えて、これまで扱われたことがない世界不平等と非相似型の選好との関係に着目した分析を実施した。その中で、世界不平等の定義について再検討する必要が出てきたため、現在、世界不平等の再計算を実施している。又、資産の不平等の程度と貿易パターンとの関係を現在研究分析している。（２）については、本年度は数値計算を実施する予定であったが、研究の時間が確保できず、この数値分析は次年度に実施する。（３）に関連する国際貿易の研究として、昨年度、"The Pareto distribution, asymmetric shape parameters, and equilibrium in an asymmetric Melitz model"を執筆した。ただ、パレート分布においては、分布関数の特徴から、可変的貿易費用を通しての輸出の内延(intensive margin)と分布関数が独立となり、実証研究との整合性が取れていない。そこで、パレート分布に限らず、他の分布関数においても同様の結論が確認されるかを再計算を実施している。
最後に、新型コロナウイルスにより、本年度予定していた学会への参加、海外への渡航はすべてキャンセルした。 -

人間の福祉(Well-being)は、決定要因である生産的基盤と、構成要素である幸福や生活満足度とに分けて考えることができる。これまでは、前者に基づいた持続可能な発展の研究と、後者の幸福度等の研究とが個別に進んでいた。そこで本研究では、両者を結び付ける枠組みについて、決定要因と構成要素とにかかわる制度に注目して検討した。これにより、消費や効用をベースにした持続可能な発展から、幸福度等の主観的福祉まで含めた持続可能な発展に議論を拡張することができる。
本年度は、(1)幸福度等の主観的福祉と持続可能性と、(2)制度と持続可能性、のサブテーマの統合研究に着手した。具体的には下記の通りである。
第一に、昨年度まで進められてきた最適成長モデルに基づく持続可能性研究と、主観的福祉が経済成長に与える影響のインプリケーションを統合し、主観的福祉に基づいた持続可能な発展の概念枠組みを検討した。
第二に、昨年度まで進められてきた公共財としての地球環境の持続可能性に関する分析結果を踏まえ、環境難民など具体的な問題への適用を念頭に、複数国からなる国際社会での制度と持続可能性に関する理論分析枠組みを検討した。
第三に、主観的福祉を反映した資本の一例として習慣形成を取り上げ、その社会的価値(シャドー価格)を用いて従来の持続可能性指標を拡充する枠組みを構築した。
第四に、自然資本のシャドー価格を使って持続可能性指標を計算する際、類似する自然資本のシャドー価格を援用する便益移転などの評価手法を用いることで主観的福祉を反映させる方法について検討した。
第五に、コンピュータ・シミュレーションによって将来の持続可能性指標を算出する際に設定する必要がある消費者の選好パラメータについて、主観的福祉を反映する実験的研究に着手した。具体的には、参照水準が主観的福祉に与える影響、利他主義、主観的リスク・時間選好等である。 -

Incorporating consumption externalities into macroeconomic dynamic models, we study optimal tax policies as well as the effects of consumption externalities on consumption, capital stock and wealth distribution. In this research, our researches consist of the following two points. First, in the closed economy with two groups, we show that the intergroup consumption externalities as well as the intragroup consumption externalities have a large impact on wealth distribution. Second, we interlink consumption externalities and wealth preference and examine the effects of consumption externalities and the optimal tax policies.

外部性を考慮した選好のマクロ経済動学理論モデルの分析

20年度は、以下の2つの主題について研究を行なった。
(1)異質な個人が存在する経済での消費の外部性の効果
初期資産と選好の異なる2グループの個人が存在する経済において、グループ内の消費の外部性とグループ間のそれとの経済に与える影響を分析している。代表的個人モデルにおいて、消費の外部性が経済に与える影響は量的な効果のみで、質的な効果が観察されないことが知られているが、異質な個人が存在し、かつ、グループ間の消費の外部性を考慮した場合、経済の安定性に与える質的な効果を観察した。この研究は、論文"Consumption Externalities and Equilibrium Dynamics with Heterogenous Agents"(大阪大学大学院経済学研究科三野和雄教授と共著)としてまとめた。
(2)環境の外部性を含む小国開放経済下での環境補助政策が再生可能資源及び経済に与える影響
木や魚に代表される再生可能資源を用いた小国開放経済において、環境保護への投資補助政策の効果を分析している。その研究の中で、次の2つのことを示した。1点目は、一時的な環境補助政策を行なった場合、経済の長期的な均衡の資源の量は政策導入前よりも枯渇方向にいつも向かうことである。2点目は、再生可能資源の再生率を家計が正しく認識しない環境の外部性が存在する場合、最適な環境税政策は、環境資源への税政策に加え所得税が必要である。この研究は、論文"Dynamic analysis of a renewable resource in a small open economy:The role of government subsidy policy for the environment"(大阪大学大学院経済学研究科二神孝一教授と共著)としてまとめた。
