    Existing facilities are being converted to disaster shelters for disaster in Japan. This study traces the history of the current situation in Japan where evacuation shelters are "converted from existing facilities" and set up in "public facilities" from disaster records, relevant laws and regulations, and Diet discussions. This study revealed that 1) The reason for this style of evacuation centers in Japan is that public facilities such as local elementary schools were claimed to be effective as disaster shelters for local residents,2) It became clear that elementary schools were positioned as the central facility of the community in the event of elections and evacuations,and that measures such as earthquake resistance were granted to strengthen their functions and promote the designation of disaster shelters.

    This study is an analysis of the questionnaire for residents in the urban renewal area at the Great Hanshin-Awaji Earthquake disaster. After 25 years, it points out the difference of the sense for spatial value among personal attributes and districts. This tendency is as same as one of the result of 2007 survey, and the regional characteristics is sustainable even if there are a lot of new comers and the critical change of space in the area. It clarifies that the regional character is determined by the will of the residents such as their own town. This study can show the observation of strong relationship between spatial design and human activity and movement. It is important to build a reconstruction scheme including space design and residential desire for long term recovery.

    南海トラフ地震のような周期性のある海溝型地震の特徴は,周期が長い内陸型の突発的な地震とは異なり,時間の経過とともにリスクが増加する漸増性である.2020年時点では30年以内の南海トラフ地震の発生確率は70-80%と公表されているが,このリスク情報を活用した,地域防災体制の計画・対策論は明らかでない.この計画・対策論を検討する基礎資料として,本研究では近畿圏を中心に地域防災体制のステークホルダーである,自治体,企業,住民それぞれのリスク漸増型災害への対策や意識を調査・分析した.

    <p>In this study, the sufficiency rate of the description of the shelter operation manual was evaluated in order to make a proposal that would contribute to the sophistication of the shelter operation manual. The sufficiency of the description of the shelter operation manual is influenced by the "population size of the municipality" and the "participation of the welfare department in the preparation. Regarding the "structure" and "items" of the manual, it is suggested that prefectural guidance will be involved. It was also revealed that the manual, which had the original regional features, was accompanied by the layout and layout of the facilities.</p>

    Severe damage to houses was caused by Great East Japan Earthquake in 2011. Furthermore, people had to evacuate the area in which the nuclear power plant accident occurred. Victims were given long-term sheltering over a vast area. Six years after the disaster, resettlement is still a challenge. The construction of prefabricated housing by the public sector near the damaged area was the main method of providing temporary housing after the disaster. However, the difficulty of constructing prefabricated housing because of a lack of space and capacity to supply all with homes resulted in the provision of new temporary housing, 'Private Rental Housing As Temporary Public Housing'. In this study, the problems of evacuees' circumstances and the uncertainty of recovery are examined. First, the temporary housing provision plan and its characteristics are explained. Second, the results of a questionnaire survey completed by 10,082 families are presented. Special attention is paid to the status of the evacuees 1 year after the disaster by analysing their housing, level of damage, attitude towards nuclear damage, change of work and economic conditions, transformation of family forms and outlook for the future. The results show that evacuees living in private rental housings were in better conditions compared to those living in prefabricated housings. However, many of the evacuees have lost or changed their employment in the new settlement due to moving to long distance from their previous locations. Furthermore, they were forced to live in a new environment and had to adapt to it. Thus, this sheltering process may not be aligned with the Sustainable Development Goals (SDGs). It is important that a provision plan should include life recovery processes and assist their adaptation to a new environment.

    <p>Temporary construction Housing Provision is one of methods to give victims houses for sheltering after disasters. Previous studies pointed that their locations and scales caused the problem for housing recovery process. This study clarified characteristics of the spatial distribution of thier sites and the difference between local governments at the case of the Great Hanshin-Awaji Earthquake. As a result, it was pointed out the relationship between their locations and previous spatial characters of the cities, and the mechanism of spreading temporary housing sites area. The spatial arrangement of temporary housing site depends on the geographical distribution of vacant space in the damage cities and the political strategy to provide them.</p><p></p>

    The purpose of this research is to clarify knowledge transference of school disaster prevention. The significant point as knowledge transference of school disaster prevention is transference of tacit knowledge, but the present school disaster prevention is only move of explicit knowledge. Explicit knowledge arises from tacit knowledge in the stricken area. "EARTH" is a successful example of move of tacit knowledge. The "think together" and "sense of reality" is indispensable to school disaster. These elements are necessary for school disaster prevention.

    This study examines the relationship of municipal public health nurses and community whose medical resources have been stricken by Earthquake and Tsunami. As a result,the first problem is that there is the segmentation between municipal public health nurses and health care center. The Second problem is the disability of community diagnosis. In case of devastated Otsuchi-Town,it was observed that "face-to-face relationships" led to the recovery of health care condition in the devastated community. It is necessary for municipal public health nurses to have a function of inhabitants' support whenever natural disasters occur. The result points that public health nurses should work community-based activities continually to deal with region emergency issues.

    <p>This study investigates emergency management organizational structure under which disaster operational staffs were dispatched to Minamisanriku town in 2011 from other local governments. We introduce five models of emeregecy management organizations: command and control, coordination, central coordination, local coordination, and direct command. According to our questionnaire survey on the staffs, we found that the direct command model was dominant, and proved that it was the reason why the town officials who had to manage the staff had huge burdens. To solve this problem, we suggested to enhaunce coordination mechanism of assistance team that consists of dispatched staffs, based on voluntary cooperation, not by commands and control.</p>

    <p>東日本大震災では、津波激甚被害だけでなく原子力発電所事故に伴う広域避難という現象を生み出した。直後の避難に伴う混乱は、その情報による混乱と捉えることができるが、実はその後の避難生活に対しても長期的・間接的に影響を及ぼしている。</p><p>本稿では、被災から1年後の避難生活実態を質問紙調査した結果を用いて、現在の住居、仕事、災害による家計の状況の分析部分をとりまとめた。その結果。広域避難における場所の選択に対しては、リスク情報に対する認識の確度が関係していること、雇用に関する困難性が存在すること、家計においてさまざまな出費があり、特に復興過程における情報取得や手続きの費用が生まれていること、などが明らかになった。</p>

    Under the Disaster Relief Act in Japan, public facilities are supposed to be used as the first choice for evacuation shelters at the time of disaster. Therefore, the cost of the space for evacuation shelters is considered free. However, at the time of recent major disasters such as the Great Hanshin Earthquake, a lot of private facilities were also used for evacuation due to short of accommodations. In Japan, earthquakes such as the Major Nankai Trough Earthquake and the Tokyo Inland earthquakes that require further space of mass evacuees including commuters stranded downtown due to suspension of transportation services homeward are currently concerned. In order to utilize private sector's facilities widely, private sector's effort to provide their facilities for evacuees should be properly recognized and appreciated by society. In this paper, the authors have presented an estimated cost of the space for evacuation shelters using the evacuation data in Kobe at the time of the Great Hanshin Earthquake.

    <p>This study aims to examine the effects for training programs to local government officials assigned to disaster management division. In this article, the capability and knowledge items related to natural disaster responses are set up. Based on these items, the educational effects are evaluated. The questionnaire surveys for the training program participants were carried out three times; before and immediately after each training program, and three months later. The results showed the structures related to improvement effects of capability and knowledge items, and relationships of these items and reflection effects for the participants' affairs.</p>

    This paper raises issues of housing supply programs after disasters and compares how Japan, Turkey, and Mexico have supplied newly constructed housing after disasters directly through public organizations. The study results indicate that the planning schemes of these three countries differ in terms of their restoration effects on the cities. This paper also discusses problems involved in the public provision of housing in Japan.

    <p>In affected areas by the Great Hanshin-Awaji Earthquake disaster, many new dwelling houses have been constructed by the private and public sectors in the 10 years since, as a result of the effective implementation of the rebuilt home assist of disaster victims. This paper clarified the relationship between urban recovery process and housing rebuilt activity by analyzing the urban transformation after the disaster. The result pointed of the possibility of the geographical patterns about regional housing damages and the affective of the providing mass housing for recovery process by the cluster analysis using national census data.</p>

    In this paper, an analysis result about the housing stock changing process before and after the Hanshin-Awaji earthquake Disaster in the devastated area (above level 6+ on the Japanese seismic scale) using the national census data led to the necessary quantity of the public housing at the Tokyo metropolitan Earthquake Disaster. The estimated result shows the diffifulty of the housing recovery process ati the Disaster, and the necessary of new political methods deffertent from a traditional approach according to preexisting laws.

    <p>The Great Hanshin−Awaji Earthquake caused a lot of damaged housings in the density area around Kobe city.In the process of the disaster recovery, public sectors made a houshing reconstruction program and supplied temporary housings and public housings systematically for victims who could not reconstruct their housing by themselves. As result of which, some of them were forced to move from area to area according to the program. This study clarified a relocation process of those who lost their housing and depended on the public recovery program, and pointed out defects and problems about the method of providiing a series of public housing to recovery (from temporaly houshings to public housings) in Japan.</p>

    <p>This study aims to analyze and evaluate emergency management from Management by Objective perspective in the 2004 Mid-Niigata Prefecture Earthquake. In the result, there was little support for incident commander to make quick decisions in emergency operation in Niigata. We analyze Common Operational Picture (COP) of City of New Orleans in Hurricane Katrina, 2005, and find that information integration was established by the use of COP that enables proactive emergency operation. Planning Cycle in emergency operation phase is one of the means of realizing Management by Objective, and operational briefing works as to share COP, incident objectives and significant activities for the next 24-48 hours.</p>

    <p>Though a discussion theme about developing human resource to power up a ability to response a disaster event on a public sector, it is not enough to examine a current human development program for officers on a disaster prevention section. This report shows an educational effect of a standard training program pursuant to plural reports of a blain trust with applying for 4-level approach of Kerkpatric. This report points that an object program achieves just about a third level in 4-level approach concept. But it is difficult to evaluate factual effects for disaster response operations. Considering an effective training program, it is necessary to standardize disaster response operations on municipal sectors to apply for officers in a current situation.</p>

    <p>This analysis clarified the characteristics of the habitat community in Disaster Recovery Public Housings in Hyogo. Those who living in a same apartment would create the new community which is defferent from previous one. Their environment (housing structure, housing type, location, neiborhood characteristics,...etc.) have changes fundamentally after Hanshin-Awaji Great Earthquake. This analysis showed the relationship between the group sense which residents living in a same apartment have and the environmental elements around them by the principle component analysis and the analysis of varlance mainly.</p>

    Many public housing apartments for sufferers had been provided in damaged areas of the Hanshin-Awaji Big Earthquake. But there are many problems, and one of the typical problems is about the supports for residents who have physical and psychological damage. The community power is an important essence for this countermeasure. So it is necessary to support the community in a variety of way. We investigated the outside supporters which made by public program and clarified the current community's situation and supporter's condition. It is clear as follows:<BR>&middot;Outside supporters contribute to get up the sense and activity of residents for communication.<BR>&middot;Communication among residents is larger inlarge apartments (more than 200 units) thansmall apartments (less 50 units) in the view of the supporters.<BR>&middot;Outside supporters activity is concerned with the rate of the participation for acommunity activity.

    This study is written about the situation and process of shelters after Turkish earthquake 1999. The characteristic of post-quake life is that residents used tents on a long-term basis in a temporary evacuation places. Tents being supplied can be mainly divided into three categories. 1 Tents or barracks built by individuals and located nearby original housings. 2 Tent villages that are approximately over ten units or hundred units built in parks or next to public facilities and are under public life. 3 Army or public sector provided a lot of tents on the public space. The temporary-housing supply plan has three characteristics, which are : 1 Great scale temporary housing cities are constructed. 2 Temporary-housing plan is made with consideration of community facilities including building arrangement plan, primary schools, shopping streets and etc. 3 Various temporary-housing supplying plan.

    This paper is written about the relations between city planning and disaster prevention planning on five cases of destructive city fire -lida in 1947, Noshiro in 1949 and 1956, Tottori in 1952, Niigata in 1950- after World War II. It was cleared about following 3 aspects. 1 Relations between city planning and disaster prevention were changed for that dozen years. The planning theory of that term changed "Park, Parkways and Boulevard System". 2 Characteristics about city planning and disaster prevention planning were similar each other. 3 Speed and difficulty of land readjustments were different each other. Those cases show that regionality has effects on the operation process of city planning rather than planning process of city planning.

    Many people died and many housings were burn out due to urban conflagration took place in Hanshin-Awaji Earthquake. Damage was concerned with scale of flame and strength of radiation. The pictures and videotapes were used to investigate collapsed houses and fire-resistant buildings, situation of urban areas and shape of flame. As a result, some fact were made clear: rate of fire-resistant buildings is in inverse proportion to height of flame, height of lame depends on use of buildings, rate of collapsed housings is in inverse proportion to areas of fire spreading and height of flame and area of fire spreading were influenced by rates of fire-resistant buildings, use of buildings and collapsed housings.

    It was pointed out that fire spreading and fire spreading interception of fire-resistant building were deeply concerned with areas of their openings and intervals of adjacent buildings in the urban area conflagration took place in Hanshin-Awaji Great Earthquake. In this study, pictures of damaged fire-resistant buildings taken in Suma and Nagata wards where wooden crowded buildings located were used to measure areas of opening and intervals of adjacent buildings.     本研究では、風水害時における避難のあるべき姿を体系化し、避難に関する行動理論の構築を目指す。避難に関する情報収集技術の進展、メディアの多様化、防災への関心の高まりを踏まえ、人的被害の軽減に資する、より実践的な風水害時避難のあり方の体系化の研究を実施する。そのため、①避難行動の把握のための研究として、情報収集技術の変化に伴い、求められる新たな『調査手法』としての『被災地低負荷型災害調査』の構築、②避難行動と情報に関する研究として、メディアの多様化に伴い、求められる『新たな情報コンテンツ』としての『避難促進型情報コンテンツ』の提案、③避難文化の醸成に関する研究として、防災に対する関心の向上に合わせた、求められる『避難教育に関する地域知』としての『避難教育サポートシステム』の開発、を実施する。この3つの研究視座から『避難』に関する知見を集約し、成果を再統合する。
    これを実現するため、本年は上記に関する議論を進めるとともに、2018年に発生した西日本豪雨に関して調査・検討を進めた。後者について、具体的には、①避難行動把握のための移動データの収集、②避難に影響を与えうるものとして組織対応を改めて把握する必要があると考えて実施した企業調査、学校調査、③西日本豪雨について対応を行った西日本の796自治体への避難準備情報、避難勧告、避難指示など避難情報の発出に関する調査をおこなった。なお、2019年度において、詳細な分析を進めていく。

    The research of wide-area evacuation after the accident at TEPCO's Fukushima Dai-ichi NPP reconfirmed that there were many problems in the immediate aftermath, such as information issues, communication from evacuees, health insurance transfer, secondary evacuation centers, and resumption of school education.
    Since the accident, local governments in the areas where nuclear power plants are located have been re-examining their nuclear disaster prevention plans. With regard to wide-area evacuation, it became clear that the lessons learned from the accident have not been shared and that many local governments have concerns about the success of wide-area evacuation in the nuclear disaster.
    The study also examined wide-area evacuation in the case of natural disasters. It became clear that the mainstream of evacuation is to rely on immediate relatives, and the importance of information such as the evacuation rate varies depending on how the information is disseminated.

    This study is based on housing damage caused by the Tokyo Metropolitan Earthquake and Nankai Trough huge earthquake. This research aimed to solve the problem of housing reconstruction and develop recovery planning methods based on that countermeasure.
    First, we clarified the actual conditions and problems of temporary housing supply in the Great East Japan Earthquake, and we showed the model of the large area evacuation movement of the Great East Japan Earthquake residents were performed.Second, we analyzed the actual conditions of community development related to housing reconstruction in the Tokyo Metropolitan Earthquake and constructed a temporary housing supply model for the Nankai Trough huge earthquake.Finally, we developed some scenario after each huge earthquake. As a result, we clarified the situation where probably appear regional collapse and urban concentration through the reconstruction process.

    This research looks at transformations in housing related circumstances surrounding households affected by the 2011 Great East Japan Earthquake. We have conducted a series of questionnaire surveys on disaster-affected people living in Kamaishi city, Iwate prefecture. Many affected households were homeowners living in single-family detached housing and, thus, they sought to rebuild their houses in the period immediately after the tsunami. However, it has increasingly been becoming difficult for the affected people to reconstruct or purchase housing mainly due to heavy financial burdens. This is now prompting many local governments to expand the provision of low-rent public housing. We also pointed out noticeable differences in terms of household structures, employment status and housing conditions between those living in temporary housing constructed by the local government and those living in private rented housing with rental allowances.

    Cash for Work (CFW) program which offers jobs for recovery work to the disaster affected people who lacks livelihoods. This paper is to evaluate Emergency Job Creation (EJC) program which were conducted after East Great Japan earthquake of 2011, by collecting the data of participants of several programs, and comparing with the attributes of job applicants in labor market.
    The primary conclusion was that it was successful to target the people who were most in need. However, around 80% of participants do not have dependent family members. The program eventually excluded those who need high income with large burden in order to raise their family members.
    Participants who have not been in the workforce before the earthquake were likely to be those who lost their houses. That damage had pushed them into the labor market to recover their lost assets.

    今年度は,阪神・淡路大震災事例をもとに公的な住宅供給施策である仮設住宅と公営住宅の新規立地が都市全体に及ぼした影響について,震災前後の国勢調査メッシュデータを用いて分析した。その結果,遠隔地の仮設住宅供給・公営住宅供給によって小規模な人口移動を促進し都心部の人口高密状況の改善の役割を果たした点,公的住宅が供給されたエリアでは時系列の居住者構成の変化が著しく地域性の変化に影響を及ぼしたことが考察される点,公的住宅供給がエリア毎の居住層の特徴を鋭敏化した点が見いだせた。また,公的住宅供給は第一義的には基礎自治体で量的均衡を保つため,住宅移動域も市町村境界が非常に強い影響力を持つ。その結果として阪神、淡路大震災の激甚被災地域の各市町の公的住宅供給モデルを構築し,新潟中越地震・宮城県北部地震の被災地域とのモデルとの比較を行い,一般的な住宅供給タイプを組み立てることができた。
    また阪神エリア全体の住宅再建困難層の公営住宅供給方法と,トルコ地震時の住宅供給方法,およびメキシコ地震時の住宅供給方法の地理的供給手法の比較を行い,定性的な面だけでなく定量的な面で,相違点・類似点をまとめた。
    分析の結果から考察される点として,(1)住宅供給タイプは被害量と従前の空間土地利用状況によって決定することから,被害量を決定すれば事前にどのような住宅供給タイプになるかがある程度予想できる,(2)住宅供給タイプと入居者選定,入居後の住宅流動性が,立地した地域の特性に影響を及ぼす,(3)住宅供給タイプは災害後の都市変容の大きな要素となる,ことが示された。

    本研究は阪神・淡路大震災の被災地域に関するデータの収集を行い、震災以降の都市変容の状況を定量的に捉えている。
    まず1995年・2000年国勢調査の小地域統計、1993年・1998年・2003年住宅統計調査といった統計関係と、建築学会・都市計画学会が合同で行った被災地の建物被害調査の被害度の町目集計、さらに1995年4月時点の航空写真および2000年10月時点の被災地写真のデジタル化といった被害度関係、さらにその後の仮設住宅建設時期と立地場所・戸数、復興住宅建設場所と立地場所・戸数について情報を収集し、これらデータについて地理情報システムを利用して重ね合わせ、位置情報と共にデータベースを作成した。このデータベースを用いて、数値データの変化が都市変容に与える影響を分析した。
    さらに、1995年〜2003年に発表された都市計画に関係する各学会の論文を収集し、時系列で整理すると共に、調査データや結果データが地理的条件によって規定されているものを抽出し、GIS上にてリンクを張る作業を行い、上記同様にデータベース構築を行った。ここからは学際的な視点から見た都市変容のあり方を分析した。
    また被災市町村が所有している震災時の調査資料や統計データの保存状況について調査により現状把握を行った。
    研究の成果によりこの10年の被災地の変化を定量的に見ることができるだけでなく、「すまい」問題に対する論点の移り変わりと行政プログラムの関係から、双方の構造的なつながりを明らかにすることができた。

    Improvements in the safety performance of city blocks of traditional wooden housed area cannot solely rely on either measures within urban planning or control over individual buildings by the building code. When the safety performance of individual buildings cannot be secured, urban planning measures should cover the insufficiency; when urban planning measures themselves are insufficient, measures for individual buildings should also be considered. In this mutually supplemental fashion, the local characteristics of a city block can be maximized and the measures can work more effectively. This study aims to evaluate the comprehensive safety performance of an entire block, going beyond the safety performance of individual buildings. Though simulation of the spreading of a fire is the primary evaluation system for the safety of a block, it was difficult to analyze the simulated results and work out measures to be taken by running merely a single simulation. Therefore, evaluation of safety performance in this study is based on potential risks. Fire risk can be assessed by block as well as by building in the same method. The safety index by building as obtained here thus reflects not only the performance of the building but also the influence of the block performance, which is obtainable through examination of the positional relationship of buildings in the block and the condition of the surrounding buildings, enabling the building performance at the block level to be indicated. This evaluation method allows the potential risk of the block to be clearly recognized, and the effectiveness of plans for improvement can be well understood through this evaluation with a simulation of the plans in practice.

    Analyses of post-disaster reconstruction cases in Japan have revealed that victims with a potential for self-reconstruction have given up on independent recovery due to an insufficient support modality and that the weakness of support systems in Japan lies in the fact that it lacks the function of encouraging the victims to help themselves. Also, analyses of cases overseas have illuminated the reality that a broad range of support system contents and the establishment of preparatory disaster risk management systems are effective in promoting a victim's independence. The importance of creating a safe space and finding solutions to urban problems are also indicated through an examination of cases at home and abroad. There are three ways to solve urban problems : to solve them based on the actual conditions, to solve them by relocation of the local population as well as some city functions, etc., and a combination of the two. There are three methods to enhance safety : one method focusing on housing, another method focusing on urban structure, and an integration of the two. We have concluded that there are three important tasks necessary to establish desirable housing reconstruction systems : facilitating the victims' self-help capability by showing them assistance measures, scenarios and visions in the early stage following a disaster ; providing a wide range of aid along with efforts to maintain communities throughout the restoration process; and integrating housing provisions and urban reconstruction planning so as to improve urban safety and ultimately to prevent a recurrence of disaster damage.

    本年は主に戦後の災害都市復興計画に関して、資料の収集・データの整理を行った。今年度は戦前及び戦後まもなくの、特に都市火災事例、地震災害事例に着目し資料の収集、整理を行った。
    本年は資料の発掘・整理に重点を置いているため、論理的に新しい知見を見いだすことはしていないが、以下の3点を成果として示すことができた。
    (1)戦後10年の大火による都市復興計画を見ると、道路と耐火建物群による防火区画の構築が計画原則として確立されるようになり、その後の全国における都市計画手法に大きな影響を及ぼしたことが示された。一方で戦前から戦災復興の計画で掲げられていた河川緑地や道路+緑地空間といった都市内に大規模空地を計画的に配置する計画理論が、科学技術による都市防火手法に移っていったともいえる。
    (2)都市復興計画に対する住民の参画状況は、戦前はかなり活発であったにもかかわらず戦災復興以降徐々に縮小していることがわかった。理由としては、都市計画技術が土木技術に依存度を高めるにつれて、防災に関する都市全体の計画に意見を反映させることが困難になったこと、参画の方向性が都市構築の視点よりむしろ個々人の財産保護の視点が強くなったことが挙げられる。
    (3)住宅再建問題は時代が現代に近づくにつれ、解決策が複雑化し困難な問題となってきていることがみてとれた。これは通常の都市計画の枠組みの中で復興計画を進めている事例が大半であること、またこれも通常枠組と同様に都市計画と住宅計画の相互関係を十分に組み合わせた計画がなされていないことが理由として推測される。

    To find the effect of suppression of fire spread through elements of urban area, urban fire incidents in the Great Hanshin-Awaji Earthquake were analyzed. Graphical data of fires in urban fires in the Great Hanshin-Awaji Earthquake were collected. Shape of flames, heat release rate, velocities of fire spread and duration of fire were summarized and relationship between elements of urban area and weather condition are analyzed. As a result, it is cleared that building structures and condition affects heat release rate and area of simultaneous burning. For example, in case of existence of fire resistant buildings and collapsed buildings, heat release rate and area of simultaneous burning are small, in case of wide streets, area of simultaneous burning extends.
    As for fire resistant buildings, the factors relating the spread of fires from fire resistant buildings to adjacent buildings during the Great Hanshin-Awaji Earthquake were analyzed from the following perspectives ; (1)Relationship between the extent of fire damage and seismic damage to building structure, and between the characteristics, including building use, of the buildings of fire origin and occurrence of fire spread, (2)Relationship between occurrence of fire spread and distances between burnt and adjacent buildings and structure of adjacent buildings, (3)Relationship between the extent of fire damage to buildings and fire fighting of fire brigade.
    The caused of fire damage to fire resistant buildings and quasi fire resistant buildings in urban fire were also analyzed from the following perspectives ; (1)Relationship between the damage and the type of windows including size, kind of glass, existence of balcony, the distance to burning buildings and those between extent of fire damage of exterior walls of the buildings, (2)Relationship between the extent of fire damage of the building and the characteristics of buildings including building usage, structure and dimensions, (3)Relationship between the extent of fire damage of the building, the number of the face of the wall closes to a fire and the structure of burning building.
