    We investigate what are the factors that influence people’s intent to return after disasters by a literature survey, and conduct an empirical analysis on return migration by using a unique survey of Fukushima evacuees to determine the factors that influence their decision to return after a disaster. We also conduct a simulation of the number of evacuees who intend to return. The result found that the number of returnees encouraged by this decontamination was 12,882, less than 8% of the total evacuees, while the decontamination cost per returnee was 3.36 million USD.

    <p>This paper aims to clarify the problems to build better support systems for the survivers of earthquake disaster,based on the following two analyses. First, the authors outline the problems and challenges of the disaster relief activities following the Great Hanshin-Awaji Earthquake. Seondly, the authors analyze the case of the operations of the Disaster Relief Volunteer Center in the event of the July 2003 Northern Miyagi Earthquake. Thea authors conclude that the cooperative activities between two sectors, i.e. the council for social welfare and NPOs active in disasters, are required for well-managed operations of disaster relief activities.</p>

    <p>This analysis clarified the characteristics of the habitat community in Disaster Recovery Public Housings in Hyogo. Those who living in a same apartment would create the new community which is defferent from previous one. Their environment (housing structure, housing type, location, neiborhood characteristics,...etc.) have changes fundamentally after Hanshin-Awaji Great Earthquake. This analysis showed the relationship between the group sense which residents living in a same apartment have and the environmental elements around them by the principle component analysis and the analysis of varlance mainly.</p>

    This study presents a historical review of disaster volunteers in Japan as well as an examination of the implications and problems of their networking since the Great Hanshin earthquake 1995. First, we classify the history of disaster relief by the private sector in Japan into three periods: before, immediately after, and several years after the Kobe earthquake. After the earthquake, "volunteers for disaster prevention" were called "volunteers active in disaster"and many local and national networks of NPOs for disaster relief were established. Second, we investigate the current situation of disaster NPO networks. We find that these organizations have maintained usual activities in local areas and joined national networks for effective relief. Finally, we examine the networks' problems and prospects for future disaster relief.

    After the East Japan Great Earthquake, the role of the citizen disaster relief and reconstruction support has been expanded. The role of non-profit organizations has changed. Their role was originally limited to supporting the government’s disaster response but they now handle some of the government activity due to the increase in funds available and the establishment of a public-private partnership system.
    On the other hand, many issues loom in the period of transition from relief to reconstruction. During this period, the type and degree of disaster relief activities will change significantly in the affected areas. Other than the conventional problems of how to continue such relief activities, there is also the emergence of the citizens’ increasing reliance on grant and subsidies which is a cause of concern.It became clear that there is a possibility for intermediary organizations to play an important role in solving these issues.

    In this study, wide-area evacuees’ life reorganization as a result of the nuclear accident is analyzed as a process of fluctuation between the evacuees’ original community and the evacuation-site community. It is believed that even if evacuees leave their living space, they continue to have relationships with their original communities through their present life in their host communities.
    For the past seven years, evacuees have been trying to stabilize their lives by using various supports while maintaining relationships with their original communities in the evacuation-site communities. The meaning of communities has changed as a result of wide-area and long-term evacuation. That is, the issue changed from loss of relationships and revitalization to relationships aimed at local revitalization. The mismatch between the evacuees’ fluctuations and reconstruction policies that promote returning to home communities makes the fragmentation of evacuees even more serious.

    In this project, we analyze the process of recontiruction of houses and community from Great East Japan earthquake. We did research activities in Kamaishi city in Iwate Prefecture, Natori city and Iwanuma city in Miyagi Prefecture and Iwaki city in Fukushima Prefecture. We recognize municiparities, public support insutitutions, neiborhood groups,universities and vounteer groups as verious stakeholders and research their consensus building process which made formations or characteristics of constiruction. We find that consensus building are cocerned in habitants' needs and realized by their positive participation in the process of negotiation, these are the important factors to succeed proper construction.
    And We investigate the situation of inhabitants mainly in the public collective houses by questioanire test. We find the active relationship between habitants is not yet regenerated and some serious problems in their mind and community for susutaining their life.

    Main points that our research project clarified are as follows; (1)The whole situation on the widespread evacuation and support associated with Fukushima nuclear accident, (2)Visualization of the social process and structure related to evacuation and support which are hard to be visible, (3)New model of society and life-style in the post-transitional stage, (4)Comprehensive qualitative social research methodologies including visual research.
    We were able to publish the research results of 30 points or more in total(including the DVD of sociological visual monograph) by this project.

    In recent years, some problems of the disaster volunteer activities which caused by organization or institutionalization for effective supports and the relationships between supporters(volunteers)and receivers (disaster victims) becan to appear.
    In collaborative work with public sector whose decision-making conform top-down, disaster relief volunteers who get used to bottom-up decision making have many difficulties.
    In differing the relationship between supporters and receivers, we studied problem structures of nuclear accidents and found that the process of support itself sever evacuees in contrast to original intention. We also found that the good relationship between supporters and receivers contribute not only to the recovery but to the solution of defects inherent in the communities.

    The concept of "mutual aid" contained various meanings that bring about misunderstanding. It became clear what we learned from on-the spot activities in affected regions is going to be incorporated to next support activities in a form of self-built relationship.

  • 「減災」に関わる市民活動の可能性と課題に関する社会学的研究

    2007年は3月に能登半島地震、7月に中越沖地震が発生、多様な救援・復興支援活動が展開されたが、これらの災害では、震災10年目以降に検討が始まった災害ボランティアセンター(以下VC)の活動基盤強化に向けた新たな資源動員の仕組み(市民団体と企業の社会貢献の連携)が試行された。そこで今年度前半は、両被災地で実態調査を行った。調査から、新たな仕組みの導入により、民間資源の効果的・効率的な運用が可能になったこと、しかし人的支援に関しては多くの課題が残されていたことが示唆された。特に中越沖地震では、従来の災害VCの限界を超える取組みが展開され(専門技能の導入、復興を見据えた活動体制の構築等)、将来に役立つ具体的な知見を抽出できた(⇒雑誌論文)。
    また、昨年度の「地縁組織・市民団体の活動実態調査」の中で、復興期に生まれたコミュニティビジネス(手芸品販売、農産物等の通販、サービス提供型施設の運営等)に、被災地域の生活文化と、被災地外からの支援団体が持ち込む新しい活動の仕組み・価値観とを接合する"減災文化"の可能性を見出してきたが、年度後半は、阪神大震災と中越地震後の事例比較を行った。この調査では、当該団体から各種資料・活動実績データ(受発注の実績、活動時間、給与等)も入手して(資料調査)分析した。その結果、災害復興期に特有の活動環境が、事業展開に優位に働く側面を明らかにできた。また事業に参加する被災者に対しても、壊れた生活リズムの一時的な補完、(小額ながら)活動に対する金銭的評価、ビジネス的手法による信頼感等、を提供しており、被災者の主体性回復に寄与する具体的な手法を示すこともできた(⇒学会発表)。以上、市民組織による"減災"の貢献を具体的に提案できたが、今後は、救援から復興までをトータルに捉え、個々の具体的手法を連続した災害過程に位置づけて説明できる理論的枠組みも検討していきたい。

    平成17年度の前半は、16年度からの災害の多発を受けて、災害ボランティア活動の環境整備に向けた社会的な動きあったことを重視し「災害ボランティア」(対象領域(1))の実態調査を継続した。
    具体的には、昨年の新潟豪雨災害における「災害ボランティアセンター」の事例分析(昨年度から継続)の結果を取りまとめた(1番目の業績)。この事例の検討から、旧来の地縁組織の運営体制と「災害ボランティアセンター」の運営体制を相互に活用しあった効果的な支援体制が構築されていたことを明らかにし、災害ボランティアセンターの仕組みに新たな可能性を見出した。さらに新潟中越地震もおける中山間地域では「災害ボランティアセンター」とは異なる支援の仕組みが創出されていることを見出し、水害対応の事例も含め、災害時の「共助」の新しい形として位置づけた(中越地震調査は、助成終了後も継続予定)。
    平成17年度の後半は、阪神・淡路大震災以降10年間の市民による災害対応において、震災の経験から生まれた知見や仕組みがどのように進化してきたのかを、文献レビューを通じて明らかにした。これに、年度前半に行った調査の結果を加えて、一連の事例研究の総括を行った。さらに、昨年度行った震災復興支援に関わる10年間の市民活動の検証(ボランティア論、減災文化の形成等)(対象領域(2))の成果も踏まえて、理論的考察を行い、本研究の総括とした(2番目の業績:学位論文の第III部)。
    総括:ボランティアは、置かれた状況と対応すべき問題に合わせて自らの活動を設計しなおせる柔軟性と、試行錯誤を通じた"協同の活動実践"のプロセスの中で、それまで接点がなかった他の対応主体との新たな関係性を創り出し、さらに関わった相手の可能性も引き出していくという特徴を持っていることを(一連の事例分析を通じて)明らかにした。

Devising educational methods

  •  講義科目では、毎回、学生に所定の用紙を配布し、①分からなかったこと、②興味を感じたこと、③授業に対する要望などを記入させて回収しており、次回の授業の冒頭で、必ず回収した質問・感想に対する回答・コメントを返し、復習・理解の促進を図るようにしている。併せて、音声や掲示資料に対する要望にもできるだけ対応している。また、聞き流して終わらないよう、書き込み用の教材を準備し、PPTと併用するなど、複数の形式の教材提示を心がけている。 演習科目では、プレゼンテーション用資料を共同制作させるためにIT教室を活用している。
