This research is action research to support the younger generation of Bhutan becoming initiators of modernization with the characteristics of Bhutanese society where modernization rapidly progresses. In collaboration with Bhutan Media and Democracy and the Royal University of Bhutan, we conducted a community mapping project in two Bhutanese villages by "neighborhood study method" developed in Minamata City. The method promotes endogenous development. This research project has produced research papers and book chapters and made presentations in academic meetings.

This action research aims at development of a practical reflection method over local livelihood changes by the introduction of endogenous development method at the local level. There are four major accomplishments of this research. (1) we succeeded in development of a proto-type of the subjective local life assessment survey in Niigata, Fukui and Hyogo prefectures, which measure changes at the local area. (2) we shared survey results with local people at the local area through a form of workshops by respecting the initiatives of the local people in their own local area development. This allowed the local people to exchange own views and concerns over their local areas. (3) we are able to identify key issues for researchers to engage action research. (4) we published academic journal papers and presented research method and findings in and outside of Japan.

In this study, contrary to the standard account of institution insisting that a single stable institution is formed as a result of rational choice of strategies by economic agents, we have shown that multiple institutions might continuously coexist under a system of ‘institutional ecology’ where bounded rational agents not only choose strategic rules in games but also estimate game rules based on their value consciousness (meta-rule) and, from such theoretical consequences, presented an unprecedentedly synthetic and practical theory of economic policy that is composed of evolutionary ‘media design’ of platform institutions as well as ‘community dock’ with change of inner institutions caused by self-awareness and empowerment of participants.

潜在能力と女性のウェルビーイングに関するインドと日本の比較考察研究

平成23年度は、アモラン・マジュムダーラ博士との精力的な共同研究により、おおむね順調に研究を遂行することができた。女性のリプロダクティブ・ヘルスに関する行動を分析対象とし、潜在能力アプローチがどのような点において、女性の出産活動に影響を及ぼすのかに着目、インドと日本のデータを用いて実証分析を行い、それらを用いて、論文を作成することができた。
今回の実証研究では、インドの事例については、インドのデータ(Indian National Family Health Survey-3(2006))を活用し、インドの州間の女性の出産行動における差異の有無について分析した。理想的な子どもの数と実際の子どもの数の間の乖離に着目した独自の分類法に基づき分析した。分析の結果、理想的な子どもの数と実際の出産数の間の差異要因には、個人の属性に加えて、地域社会が規定する女性の生活上の制約条件の中身や程度をも色濃く反映していることを見出すことができた。また、日本の事例については、インドの事例と同様に、日本人女性の出産行動について、JGSSデータを活用して分析した。分析の結果、日本人女性の出産行動に関して、近年の経済停滞要因や伝統的な家長制度という価値観が社会要因として少なからず影響を与えていること、日本人女性はインド人女性に比べて、潜在的な能力を満たす外的環境に恵まれていることが示唆される結果を見出した。 -
Causal analyses of inequality, sociopathological behaviors and social capital

In this research, we conducted an interviewing survey to elucidate relationships between sociopathological phenomena and social capital. 1800 adults living in Hyougo prefecture were randomly sampled and 1063 people answered. The data from this survey provided three new insights. 1) The suicide rates related closely to people's satisfaction, the amount of support network and trust for neighborhood. 2) The effects of these three main causal variables on the suicide rates differed by a population size of each area. 3) In metropolitan areas, economical factors strongly affected the suicide rate, while a neighborhood relationship played a main role in local areas.

This research project has confirmed that the effectiveness of the use of American Human Development Index to assess social and economic situation in developed countries including Japan. Also, the pilot survey on life feelings at the community level in Hyogo has helped us to understand key elements of good or bad life. We have identified that one future research issue is to develop an index from the viewpoint of people's well-beings.

平成17年度の研究の概要は以下の通りである。
まず、ケニアにおいては、ナロック県の3年生までの不完全小学校の教員と子どもならびに家庭の個別調査を行った。特に不完全学校は、これまで学校のなかった地域に近年形成された学校であるために、親の意識の変化を含めて、急激に変化する紛争後の学校の変化を個々の生徒の観点から把握した。
次にアフガニスタン、ネパールにおいては、紛争後あるいは紛争の中での教育の状況を教育省、学校、教育支援関係者の観点を整理し分析した。
以上の研究の結果から平和構築に向けて、以下の2点が明らかになったと思われる。
1点目は、緊急・復興支援におけるコーディネートがUNOCHAを中心として強まっていることである。これは支援の枠組みが国際的に強化されており、その枠組みの中で動く必要があることと、支援方法においてもINEEのミニマム・スタンダードに見られるように一定の統一見解が示されるようになったということである。つまり、自国の都合に合わせて勝手なことはできないということである。この点は平和構築支援においても国際教育協力の前提になってくると思われる。
2点目は「難民効果」ということである。これまで調査したアフガニスタン、ルワンダ、シエラレオネ、東チモールではいずれも教育爆発とでも言うべき現象がおきている。その原因として、難民効果」とでもいうべき現象が挙げられる。コンフリクト等により難民あるいはIDPとなることにより地域を追われ、財産を失うことにより、新たな生活への展望として教育が重要視されること、農村部から難民キャンプという新たな組織、文化に触れることは一種の異文化体験であり、あるいは都市に投げ込まれたのと同じ状況になるのではないか。そうした中で、教育のもつ新しい職業に結びついた資格や技能の重要性が認識されると考えられる。 -
