2019年度は、移民受け入れ国の政策のみならず送出し国との相関という新たな視点で研究を推し進めるために、15名の研究分担者をはじめとする研究組織で問題意識を高めることを重視した。このために、7月、9月に研究会を実施したうえで、1980年代後半から受入れを開始し移民政策に関して後発的であるという点で日本と比較可能なスペインから代表的な研究者3名と世界的に著名な移民研究者を招聘し、4つのセッションからなる国際シンポジウムを11月に開催した。このシンポジウムには、約200名の人々が参加し、新出入国管理法を受けてのより定住性の高い移民の受け入れに関しての、スペインと日本の対比を中心に、多様な視点で議論がなされ、高まりつつある日本の移民政策についての関心に具体的な形で政策の総合化の必要の認識を促すことができた。他方、2019年度調査としては、小井土がアメリカ合衆国とメキシコの国境でのトランプ政権による急激な移民・難民規制の強化の影響をティファナ市をフィールドとして実施する一方、受入れのロサンゼルス市やその郊外地域での規制の強化を調査した。また、飯尾（一橋大学社会学研究科博士課程）がカリフォルニア州内陸地帯の規制により強制送還された人々の家族のその後の状況を調査した。また、恵羅・上林らはベトナムを訪問し、その技能実習生送り出し機関での訓練の実態と団体を取り巻く利害状況を調査した。平野は、インドネシアにおける家事労働者や介護人材の育成とその国内への流し込み制度回路について調査を行った。以上より、関連分野への発信と研究連携への口火を切る一方、実証的に各地域での政策相互依存の実態解明への橋頭保づくりを行った。鈴木は、日本国内の地方における新入管法以降の多文化共生に関しての政策変動について調査を進めた。

We found rescaling of border/boundary control mechanism in diverse regional context. In EU, FRONTEX has accelerated the integration of border and coastal surveillance and intervention mechanism and established a unified body to execute their mission. In contrast, while the U.S. the federal government pursues integration of immigration enforcement function, Sanctuary Cities try to protect human rights of irregular immigrants within their domain. This project found boundary maintenance mechanism differentiates by the level and scale of social units. Meanwhile, border/boundary have shown double sided functions in human rights. In Mediterranean Ocean, the rescue mission of refugee boats may have the role of catch and push them back to African coast. The registration of irregular young undocumented immigrants in the U.S. may leads to having them under control of immigration agency. This project identified the deepening contradiction of dual functions of border control.

The project is intended to reconsider the malleable images of ‘peoplehood’ in the age of globalization. In so doing, we attempted to combine the various approaches: visiting the sites where the care workers are trained & where they actually work, analysing the institutional structures of the host countries, and exploring political vocabularies in the Japanese history.
We have published a number of work, including Global Commons by Endo & Karatani, and The Policies & Realities over the Global Human Resources by Akashi. In addition, the team members gave talks both for domestic & international audiences. Furthermore, we share the presentation by Makabe on the conceptions of ‘peoplehood’ in the Japanese political thought. Finally, Endo et al. translated the seminal work by C. Joppke (Citizenship & Immigration) into Japanese. -

This aim of this joint research is to clarify and analyze the origin and endogenous development of International Relations as an academic discipline in post-war Japan. We have critically examined the academic achievements (books and journal articles) of thirty Japanese leading scholars. Predicated upon all research of the group members, we are preparing for a book entitled Leading Figures of International Relations in Japan, 1945-1980s, -their message to us- (in Japanese) (forthcoming in 2016). The sections shall be International Politics (theory, and diplomatic history), International Relations (alternatives to power politics, peace research, endogenous development, and area studies), New Challenges (studies of new areas, and emerging new fields), and a round table discussion.

平成13年度においては、本研究に関連した1次及び2次資料の国内での収集に専念した。また、2001年度は難民条約採択50周年だったため、国連高等難民弁務官事務所による難民保護及び庇護政策の変遷に関する資料及び研究が多数発表された。そこでこれらを使って、1980年代以降のヨーロッパ諸国とくに英国の庇護及ぴ移民政策に関する論文を執筆した。
論文の中では、1980年代以降、英国をはじめとする西欧の先進国が、以下の3つの問題意識のもとで移民及び庇護政策を進めてきていると論じた。その3つとはまず第1に、庇讃希望者の大半が経済目的の移民であり、第2に、庇護希望者と移民の境界が交錯している状況において、移民法と庇護法を統括した枠組みが必要であるという点である。さらに第3に、迫害や拷問から逃れてきた真の難民を助けるはずのシステムが、経済目的の移民によって悪用されているため、難民保護の観点からいっても、移民・庇護法を強化し、虚偽の庇護希望者の入国規制を徹底的におこなうべきだと考えられている。英国のブレア首相はさらにもう一歩踏み込んで、1951年難民条約を「時代遅れの法律」と評し、大量かつ頻繁に人の国際移動が行われる現状に合致した、新たな国際的枠組みの必要性まで示唆している。結論としては以下の2点を指摘した。まず第1に、現在西欧各国は、悪質な移民斡旋業者の手引きで不法入国を行う非熟練労働者を一定程度受け入れることで、彼らを劣悪な状況から救いだそうとの試みをはじめている。その一方で第2に、海外からの高技能移民の獲得にむけた世界規模の競争が始まっており、その狭間で切り捨てられようとしているのが、庇護申請が受理された時点から、高度に権利が保障されるという意味で、国家に大きな経済・社会的負担を課すと危惧される庇護希望者である。
平成14年度は、13年度に出来なかったジュネーブでの資料収集及びインタビューを夏季に集中的に実施する予定である。その後、研究成果を論文としてまとめ発表したいと考えている。 -

3回生対象の専門演習においては、関西および東海地方の大学で国際関係を専門としているゼミと、年に1回、合同ゼミナールを開催し参加しています。2008年に第1回が開催され、初回はオブザーバー参加でしたが、第2回目からは本格的に参加し、2010年は開催校として7大学10ゼミを招いて合同ゼミナールを運営しました。
