    In German-speaking Switzerland, its standard variety of the German language is principally used as a written language, and dialects of each region are made use of in conversation of any situation and formality, which is characterized as diglossia. A new tendency is, however, to be observed that the Swiss German standard variety is being codified more than ever and dialects are more often used also in those situations where the standard variety has been used. This article reviews whether this diglossia is being undermined and which varieties of German can function as identity markers in Switzerland.

    On account of the standardization policy of the German language since the 19th century, the unification of the language norm is substantially realized. However, its diversification is underway owing to the growing tendency of descriptionalism and the establishment of national standard varieties. This phenomenon of destandardization, which is taking place after achieving standardization to a large extent, is not to be regarded as return to dialects. It is brought about by various factors, such as enlargement of the using domains of dialects, development of national varieties and language policies in German-speaking countries.
    Norms of the German language are now at the stage of coexistence after going through the stages of convergence and divergence. After the stage of convergence, in which a mo-nocentric point of view was dominant, the stage of coexistence has appeared where plural norms are recognized as being equal. The subsequent development of plurilingualism in the EU and the consciousness of language right stimulated the process of restructuring the differing norms. In this study, the ongoing destandardization is examined in terms of the realigning process of the German norms.

    The European Union (EU) is employing an official language policy based upon states, although it seeks to build an intranational organization taking over powers of the member states. At present, it has to deal not only with languages, but also with language varieties. Austria, which gained membership in the EU in 1995, succeeded in making the EU give official status to 23 words of the Austrian variety of German due to the Protocol No.10, though German had already been an EU official language. It is worth mentioning that a part of the Austrian language variety was recognized as official in the EU because Austria is trying to establish its identity through its language variety. Ger-many, taking into consideration the diversity of the German language, has been developing norms of German in the direction of convergence, while Austria is aiming at divergence on account of the theory of pluricentricity of German. Austria, smaller in terms of its population and economy than Germany, emphasizes the diversity. On the other hand, Germany, holding hegemony over German-speaking countries in regard to language norms, is in the pursuit of a unified standardization of the German language. Language policy of the German-speaking countries in the EU is thus characterized by these opposing purposes. Multivarietism which can contribute to developing a democratic language corpus policy brings about, however, a negative effect in relation to a language status policy. It might not be realistic to make the language policy of the EU efficacious, vesting all official languages of the member states with the status of EU official languages. In reality, only some of the EU official languages are used as working languages, where a power struggle is taking place above all under "big languages" such as English, French and German. As far as the identity of the German-speaking countries as a whole does not outstrip each of their national identities, multivarietism will be maintained, so that united language status policy of the German language will hardly be possible.

    Langrage norms concern not only standard varieties which are subsets of a standard language, but also other varieties of informal forms. Norms come into existence by way of interaction among speakers in a speech community, based upon mutual expectations as well as expectations of expectations. Some of these norms are codified in order to give clear guidelines for correct usage. However, reliable linguistic codes can only be brought about when actual language uses are adequately described and properly selected by language experts. When codes are promulgated, the norm subjects, who are already subject to uncodified norms, are then expected to pay attention to the codified norms as well. Language norms this develop in the interaction of uncodified and codified norm. This research gives a theoretical analysis of the concept of norms and some problems of their codification. Linguistic codes usually are based upon empirical studies by language experts and evaluations of them by the norm-codifiers. Important functions of language codification consist in the ratification of the current variants, the updating of obsolete variants and the extension of the system. On the suggestion of further investigations into the problems in this field, this thesis calls attention to the need for building an interfacial theory which unifies empirical studies and their evaluations. Furthermore, in order to explain the language norms which are often associated with prescriptivism, the meanings of prescriptivism and descriptivism are considered from a finalistic and methodological point of view. I have applied these concepts in analyzing the mechanisms of language norms and language norms and language planning. Subsequently, I have gone through the language planning process in relation to language norms, using the model suggested by E.Haugen.

Devising educational methods

  •  言語とは、人が文化や社会と関わりながら紡ぎだす現象である。そうした観点から言語をとらえることで、自分の母語ならびに自分が学んでいる外国語がいかにダイナミックな構造を持つかを実感できるように教育を行っている。最近ではグローバル化が言語使用や教育に及ぼす影響、国際語としての英語、言語使用におけるアイデンティティの影響など、多様なテーマも取り上げている。
     授業終了時には、毎回学生に授業を振り返らせて、学習内容・反省点・感想を所定の用紙に記入させている。この記述内容から学生の学習動向、意欲、理解度などを把握し、毎回の授業でフィードバックできるよう工夫している。この記述の一部は授業アンケートとして機能しており、毎授業行っている。
