    This research project examines how constructive policy formations are possible among three different levels of government, namely the federal, state and local governments, regarding the policies toward immigrants. Under the federal system, federal government is in charge of the border control, while state and local governments, working along with civil society actors, are responsible for protecting the rights of people living under their jurisdiction, despite their immigration status. This project conducted the case studies of states and local governments, as well as their coalitions, which carry out liberal policies toward immigrant residents. Tying up with the ethnic organizations and civil society organizations working on legal or welfare assistance, these liberal polities have successfully multiplied their power in their relationship with the federal government. Analysis of conservative states restricting liberal local governments remains as future target of case studies.

    This research project investigated the question of how differences in the understanding of America by Japan, China, and Korea have affected international relations in East Asia.
    In order to promote their own national interests in every phase of their mutual conflict and cooperation East Asian countries have had to enlist or dismiss US influence. This research project revealed that the understanding of the history, society, politics, economy, and diplomacy of the United States is an essential factor in policy decisions conducted by each Asian country. The turmoil of East Asian politics since the advent of the Trump presidency is just another example of the close relation of American internal politics to East Asian international politics.

    Deliberative democracy is often cited as an ideal but difficult form of reaching consensus in democracies. This study focused on the U.S. Senate, which has been regarded as a deliberative body as opposed to the majority rule of the U.S. House, and analyzed the process of decision making taking up the divisive issue of immigration control. The analysis included the civil society actors which are based in the multicultural communities, especially as the political process often faced the deadlock during the divisive presidential elections. By expanding the sphere of analysis to civil society actors, the study found the basis for possible collaboration among the politicians, civil society actors, and the residents in constructing the deliberation on the immigration reform issue. This finding will lead to a further study including the local polities, which are required to meet the daily problem of immigration among the actors to be interviewed.

    日米の県-州レベルでの女性政策形成過程を比較し、「女性の政治参加で政策形成は変わったか」を実証することが目的であった。ドメスティック・バイオレンスの政策領域を選定し、第1次DV計画策定時の政策の推進状況の把握を行った。国内では、先進的と思われる都道県を選んだ。まず富山県高岡市(大海篤子)や愛知県名古屋市(岩本)など、実地調査を行いやすい場所で、ヒアリングのトライアルを行った。先進都道県では、知事のトップダウンに負うところが大きい千葉県・鳥取県と、女性NPOのイニシアチブに負う所の大きい北海道・岡山県・神奈川県というパターンが明らかとなった。後者では、女性NPOと議員とのネットワークが、行政とのネットワークに加えて重要であった。
    武田宏子は、理論的枠組みの構築と方法論の選定を行った。特に新制度論の研究にあたり、「政策ネットワーク」、「政策企業家」、「政策コミュニティ」、「政策の変化とアイディア」に関する既存の研究を整理した。日本の地方政治の場におけるジェンダー政治の現状を把握しつつ、千葉県について調査を行った。
    鈴木薫と田中洋美は、共同で米国におけるDV運動・政策形成過程における女性アクターの関与・インパクトに関して調査を行った。先行研究を検討し、2013年9月から10月にかけてインタビュー項目を整理した。田中は2013年11月1日から7日、米国ペンシルバニア州とデラウェア州において、シェルター関係者などDV被害者支援に関わる人々、DV関連法の草案作りに関わった人々を対象に、インタビュー調査を行った。幅崎麻紀子もペンシルバニア州でのヒアリングに参加した。データは整理中である。
    大津留(北川)智恵子は、米国における州レベル・連邦レベルでのDV政策の展開に関し、政策過程に注目し、連邦議員の地元における女性の権利をめぐる政治文化が、議員の立法行動の差を生んでいることを確認した。

    This study has aimed to analyze how the conservative political regime of modern USA has evolved in the age of globalization after the 1980s. One of its major findings is the circulation system of neoliberal generic ideas through American domestic as well as international political economy. This circulation mechanism is maintained and promoted by the so-called Washington consensus composed by federal bureaucracy, conservative congressmen, financial and business community, and some public think tanks. The Washington consensus has been the heart of the present conservative regime and has been little affected by the changes of the governing parties and presidents. This study has found that modern political conservatives no longer adhere to the traditional or particularistic values but that they rather embrace universalistic neoliberalism.

    We studied and examined the development of anti-terrorism measures in the United States historically. Based upon the knowledge, we analyzed both the practical and the theoretical tension between the need for the national security and the protection of civil liberties. As a result of this study, we have published articles which analyzed various legal and political issues of anti-terrorism measures in the United States, such as the concept of"Clear and Present Danger", the Brandenburg standard, the Presidential Powers, the Emergency Powers, and the criminal investigation procedures.

    The project revealed mainly five research findings: 1) Investigation of New York city's Lower East Side Manhattan area demonstrated that the revival of urban communities were initiated by NPOs established during the 1990s. These NPOs not only greatly contribute to the community revival process but also play a major role in preserving the historic landscape that are vital in maintaining the urban fabric. (2) Research conducted among the largest Hmong community in the U.S., Minnesota, Twin Cities, demonstrates today's advanced policy for multicultural citizenship. What marks the division between majority and minority community is actively accepted as social resource instead of adopting an acculturation policy forced upon by the majority group. (3) Analysis of the revival of Jewish culture in Westend (Frankfurt am Main, Germany) shows new possibilities for the future. (4) A policy recommendation was put together based on field research conducted in the shopping arcade area of Miyuki-Dori in Ikuno Ward (former Ikaino area) Osaka city and the Korean town in Tokyo's Shin-Okubo of Shinjuku Ward. (5) Research of the dowa community reveals that during the past forty years the community became rich with social resources due to the dowa policy: medical clinics, sports center, educational centers, public baths, and history museums. The research demonstrates a system of how these facilities can be utilized and contribute to building an attractive community that can play a vital role in the urban community at large.

    This project aimed at understanding globally widespread anti-Americanism since September 11, 2001 from transnational and transdisciplinary perspectives. Because today's anti-Americanism is unparalleled in both its scope and depth in history, it has stimulated various international studies on it, one of which is this project. The distinctive characteristic of this project is its emphasis on comparative historical perspective, from which we have studied the developmental processes of a variety of anti-Americanism in relation to the expansion of American presence as a global power.
    This project has proceeded in two ways, that is, individual studies of particular region or country assigned to each co-researcher and a joint international research joined by every co-researcher. In the latter part, international symposia and workshops mainly provided a forum for transnational and transdisciplinary discussions on anti-Americanism as a global phenomenon. To expedite such discussions, those international meetings took up three major key issues alternately as routes to anti-Americanism. They are American nationalism, American empire, and the relevancy of American studies today.
    Through these individual and collective endeavors this project achieved common understandings as follow. First, the view of America by other peoples, either a beneficent "Redeemer Nation" or a maleficent giant, is predicated on American exceptionalism. Second, although anti-Americanism is now a global phenomenon, anti-Americanism in any particular place has erupted on different specific issues. Third, America's global presence has caused political, economic, and particularly cultural conflicts in countries all over the world. Each nation now faces strong tension between national identity and universal cultural pressure. And lastly, although the United States tries to cope with the rise of anti-Americanism in the world by diplomatic and other means, it has never succeeded fully. These findings out of this project will contribute to understanding of the dynamic relations between the American power and anti-Americanism in today's world.

    The project has investigated how museum and museum professionals of negative heritage are committed to educational programs that promote the conservation, continuation and communication to society of the world's natural and cultural heritage, present and future, tangible and intangible. The project focuses on the analyses of how practitioners are working closely with community and political leaders, local governments and international organizations. The main target sites are cities that were once brought to complete destruction by the dropping of atomic bomb or air raids during the war : From Dresden, Berlin, Hiroshima to Tokyo. The study is based on field research and interviewing practitioners and policy makers who are involved in preserving the historic sites. These include members of the International Committee of Memorial Museums for the Remembrance of Victims of Public Crimes and the International Coalition of Historic Site Museum of Conscience.

    The main and general purpose of this project was twofold : first, to analyze the distinction between "Americanization" and "globalization" as a universal socio-economic and cultural phenomenon ; second, to analyze the tension between nationalism and American influence in certain regions and countries. Each participant in this project has conducted research into this general topic and collected pertinent material in hish/her own field.
    We divided the entire project into four sub-categories : the origins of Americanization ; the characteristics of American hegemony in global political economy : the relations between the formation of global civil society and Americanism ; and the new tasks and possibility of area studies under the global influence of Americanization.
    After two and half years of individual research on these subjects, we held an international symposium at Sapporo in August 2002 for the purpose of integrating our perspectives and achieving a broader view of the general topic of this project. In making allowances for te sheer scale of the topic, we can hardly say we have exhausted it of reached a definitive answer. Yet we did reach several tentative agreements for further investigation into the phenomena of Americanization and globalization.
    First, the internationalization of the project of Americanization already started in the 1920s. Therefore the roots of American hegemony in international political economy go back further in world history and American history than is usually thought. Second, although Americanism as a kind of "universal culture" does not always coincide with the global market economy based on liberal capitalism, both trends collaborae closely in fighting against parochial nationalisms and in standardizing the global society. Finally, the sea change occurring in international society requires area studies as an academic field to transform themselves in order to grasp not only national and local affairs but also the meaning of universal influences on them.

    The Japan Center for Area Studies, National Museum of Ethnology, has set up the Kyocera Collection British Parliamentary Papers (BPP) since March 1998. The collection consists of documents submitted to the House of Commons (1801-1986) and House of Lords (1801-1922). The aim of this project is to make BPP available and usable to the researchers and to the wide public. In 1999, the research staff conducted survey on the management of British Parliamentary Papers in U.K. The existing index was double-checked with the actual BPP index to avoid any misprint. Since 2000, the staff has started to engage in making the index and some selections of BPP materials according to the specific themes as follows. Following "BPP-Japan" (a selection of the Consul General's reports on Japan), compiled by the study group headed by Prof. H. Kawakatsu and M. Matsubara, this project has complied the selections of documents as mentioned below. 1) A selection of the Consul General's reports on Indochina (1869-1914). 2) A selection of the Consul General's reports on Thailand (1856-1920). 3) A selection of the documents relating to Afghanistan (1839-1933/34) in CD-R. 5) A selection of the documents relating to Egypt (1882-1921) in CD-R. In addition to the above, maps and figures without index are now being indexed for them to be available through database in future.

    本研究班は、1980年代以降西半球やアジア太平洋地域との連携を深めつつあるアメリカ外交の新潮流を踏まえ、アメリカの対アジア太平洋政策を総合的に分析し、21世紀のアメリカ外交の方向を探ることを目的としている。なかでも、アメリカの外交政策を構造的側面から考察することを目指しており、アメリカ外交の歴史的特質や、国内の政治・社会状況と外交政策の連関の分析を重視している。本年度の活動は、昨年度同様、アメリカ関連の資料収集、海外への調査を継続した。その際、これまでの年次では歴史的背景の分析に大きな比重をかけてきたのに対して、冷戦の終焉とグローバル化という2つの波を受けた90年代以降の情勢を理解することに主眼を置いて研究を進めてきた。グローバル化との関係でアメリカが検討される場合には、アメリカをグローバル化の「震源」ととらえる場合が多いが、本研究班ではそれと同時にアメリカをグローバル化の「受けて」としてもとらえており、その点は他の研究にはみられない独自性であると自負している。
    こうした目的を達成するために、研究成果発表に向けてメンバーによる中間報告のための研究会を開催し、あわせて論文集の企画の最終調整を行った。本年度の研究会は、以下のとおりである。「アメリカの国家的変容と太平洋世界の形成」(五十嵐武士教授)、2002年5月24日。「アメリカニズムをめぐって」(中野勝郎法政大学教授・西山隆行東京大学大学院生)、2002年9月27日。「近年の共和党の保守化と外交政策への含意」(久保文明慶応義塾大学教授)2002年11月29日。「アジア系アメリカ人の政治参加の変容」(大津留智恵子関西大学教授)、2002年12月20日。

    American foreign policy in the 1990s experienced changes both on the international level and the domestic level.In a sense, the domestic shift toward the right was induced by the end of Cold War.But such conservative shift of American politics has worked negatively in the establishment of the post Cold-War international order.
    The conservatism in the 1990s can be divided into two major groups : social conservatism and fiscal conservatism.The former became conspicuous since the 1970s, and the latter cyclically became dominant in American political history, although more extreme in the present time.This is partly due to the over-all right shift of American politics, including Clinton's third way, which forced the conservatives to be more so.
    Congress serves as the major vehicle of conservative policy making.Fiscal conservative pursued its agenda by cutting diplomatic expenditure while increasing national defense fund, an isolationist policy direction.Social conservatives forced American values, especially Christian values, upon others by imposing sanctions.Such case as refusing IMF fund increase because of the opposition to abortion caused among other nations the loss of confidence in the United States as the leader of post Cold-War international order.
    The fact that Congressional Republicans, especially on the House side, only experienced the minority status affected this development as well.The Republicans lacked in the responsibility of the majority to pass laws, while were good at debating on principles as minority.The re-consideration of what conservatism means in the face of 2000 presidential election, thus, might serve American society well, by rectifying the existing extreme trend of conservatism, not just in domestic arena but in the foreign policy area..

    This research focuses on the U.S.foreign intervention policies since the failure of Vietnam War. The analysis of the principles for the decision-making of foreign intervention aims to clarify the characteristics of U.S.foreign policy commonly observed during and after the Cold War.
    The intervention policies are grouped into three categories : military intervention, covert operations, and foreign aid. For each category, necessary conditions and satisfactory conditions for launching intervention are analyzed. Along with the evaluation of intervention as foreign policy, the domestic political process leading to the decision of intervention is also studied.
    The characteristics of U.S.foreign intervention during the Cold War was the predominant influence of anti-communism. Once the threat of communism was proven, that made the necessary conditions for intervention, and domestic support as satisfactory conditions almost automatically followed through. Especially in the category of foreign aid, strategic purposes took precedence over other purposes, which in some cases deprived the policy makers of the chance to rectify the policy direction even if the policy was to turn out to be a failure in a long run. The United States regarded itself as a "special nation, " and thus identified the value of the recipient countries with its own value, seeing them as its own mirror image.
    The end of the Cold War removed the overwhelming threat of the Soviet Union from the consideration, and the principles of U.S.intervention seemed to become relative. However, a new, moralistic meaning is added to the concept of democracy by the United States as the only remaining superpower, and democracy is to play the similer role as anti-communism during the Cold War as an absolute value. Such tendency amplifies its effect as the U.S.emphasizes the cooperative actions along with the international organizations or collective organizations rather than on its own, given the limited financial and political resources availabe for foreign intervention.
    One of the factors preventing the United States from making its value relative is the less-than-enough influence the domestic pluralistic democracy has over the foreign policy making. The principles of foreign intervention are, in the end, the reflections of the principles of domestic political process.

  • 講義:  講義では毎回のテーマ、目的、参考図書を示したシラバスを初回授業で配布し、事前にCEAS上に掲載した資料や関連図書などを読み、問題意識をもって授業に参加することを呼びかけている。毎回の授業のシラバスもCEASに事前に掲載し、授業の要点がわかりやすくしている。 「国際政治学」、「地域研究3」では、初回授業で自らの学習目標をエッセイとして書いてもらい、半ばで短いレポートを課し、それらを期末の筆記試験と総合して評価を行なっている。また、ゲストスピーカーや学術講演会を企画する場合には、講演に対するコメントも必ず提出してもらっている。  1年生が受講する「現代政治論」では、そのほかに復習テストを数回行ない、授業内容を把握しているかどうかを受講生が確認するだけでなく、十分に消化されていない内容については繰り返し授業で触れていくようにしている。  留学生対象の「日本の政治」では、可能な限り受講生全員が議論に参加できるように、講義部分と討論部分のバランスを工夫している。また、タームペーパーの中間報告をプレゼンテーションの形で行なうことで、受講生がお互いの関心や考えを交換できる場を設けている。受講している日本人学生には、貴重な体験となっている。 演習:  受講生全員による基本的な学習と個々の受講生のテーマに即した指導とを並行しておこなっている。CEASを用いて資料提示や論文添削を行なっているほか、学生同士が教室の外でも意見・情報を交換できる仕組みを作っている。また、関西圏国際政治合同ゼミに参加することで、共通の問題関心を持つ他大学生との交流もはかっている。

  • 政治とは何かを体験を通して中高生に伝えていくセミナーを毎年実施している。中学生、高校生のグループ作業のリーダーとして大学生・大学院生に加わってもらうことで、学生・院生の政治の理解をも深める効果を持っている。
