In this research, we will develop a new management model for social welfare corporations as non-profit organizations that work on solving local problems. The research was conducted based on literature research, fieldwork, and interview surveys. Responding flexibly to new welfare needs due to social changes such as recession will lead to increase the existence value of social welfare corporations. To that end, we clarified the path of management reform of social welfare corporations.
Some of the research results were summarized in "Where are Social Welfare Corporations Heading?" (Osaka Municipal Universities Press).

The capitalist market economy grew to a global scale, and global environmental problems such as global warming and the drain on resources are intensifying. On the other hand, in Japan, the revival and reconstruction of local economies and industries is an urgent problem given the concerns about local extinction.
This research finds that the creation of social sharing value as "environmental management" helps enterprises to fulfill their social responsibility and that this is an indispensable element in the revival and reconstruction of local economies and industries. In other words, this study clarifies that a production system that integrates environmental management such that it is a part of each process through the use of environmental engineering also leads to value circulation in cooperation with the local society and makes good use of the locality.

This study analyzed the management status and institutional base in social enterprise. It conducted case studies on Health and Welfare Co-operative, Older Person's Co-operative, and Specified nonprofit organization. It also conducted comparative studies on Japanese, Korean and British social enterprises.
This study presented that social enterprises had responded social needs by providing social services or creating job opportunities for vulnerable people. It focused on the democratic governance structure in social enterprise. It was clarified that social enterprises were in pursuit co-existence of profits and social values. This is an important feature of management in social enterprise.

In response to the critical situations, new local collective initiatives emerge in Japanese rural areas science ‘80s, especially in the area called “chyu-sankan-chiki” , boundary areas between flatland and mountains. Their diversity certainly corresponds to the multifaceted nature of difficulty faced by the rural communities, such as low farmer income, increase of abandoned farmland due to weakening labor force, decreasing population, aging etc. But from the perspective of solidarity economy, our research shed light rather on the actor side, social relations which have motivated the initiatives. We think that these initiatives are based on the women's self-realization desire and the resistance to the crisis of rural community, both of which are the consequence of penetration of market economy into the family farm at the expense of self-sufficiency.

Focusing on the Voluntary Sector (VS hereafter) regarding support for older people in Japan and Britain, this research examined VS policy and practices. Main findings for Britain include that under the ‘partnership working’ between local authorities and the VS, evasive policy of contracting-out to the VS was taken and that regarding the support for carers, the calculation of financial benefits of support by carers, a guarantee for respite breaks for carers, supplementary financial benefits etc. have been completed. This provides substantial evidence for the consideration of how care service providers for older people should function and of the support for carers in Japan in the future. Regarding Japan, the research revealed diversification in the VS engagement with the Long-Term Care Insurance system and local authorities, and the VS practices in supporting carers at grassroots levels. Policy to support care service providers is required for the future.

We have shown clearly that innovation of environmental technology, the idea of the company which utilizes it, and cooperation of a community are indispensable in order to make eco-management actual. We realized depression of regional economy by this research. We aimed at revival of regional economy, and coexistence of practice of eco-management. Therefore, the following importance became clear. It is that 1st the players of areas, such as companies and administrations, share the strong point of local resources. In the second it is giving the idea of eco-management actually to each player concretely according to the actual condition of local resources. Third it is building an effective network to the outside of the area concerned. By the above, We showed clearly that we lead to realization of eco-management, establishment of the corporate management, and development of regional economy.

In this study,we have conducted a research that consists of three pillars:research on social entrepreneurship theory,National Survey of Social Entrepreneurship,and case studies.

This study deals with the current ways of homeless support from by focusing on its recent expanse to housing support not only for the homeless themselves but also for persons on the verge of homelessness. The results of this research are as follows: first, we have identified a broad variety of unstably housed people including young people and those that possess someform of handicap; second, it has become clear that the content of support for these persons vary extremely according to their needs; third, this research has provided a opportunity not just for producing academic output but also for professionally training personnel that engage in "accompaniment-type support".

本年度は、昨年度に実施した英国における社会的企業やコミュニティビジネスに関する文献収集と現地でのインタビューをもとに、日本における社会的企業やコミュニティビジネスの基盤整備に関する検討を進めた。また、昨年度に引き続き、英国をはじめとしたEU諸国の現状を把握するために、文献収集とその整理を進め、社会的企業やコミュニティビジネスに関する現下の状況把握に努めた。そのうえで、日本における社会的企業・コミュニティビジネスの存立条件と基盤整備の課題に取り組むために、経営学・企業形態論の観点から分析を試みた。
以上から導きだされたことは以下の諸点である。まず、英国をはじめEU諸国では、社会政策上の課題として、社会的排除の克服という問題が注目を集めており、社会的に排除された人々をどのように社会に包摂するか、すなわち、ソーシャル・インクルージョンの観点への関心が高まっている。そして、社会的企業は、ソーシャル・インクルージョンの手段として、対人社会サービス供給や労働市場への統合という分野で期待を集めている現状があるということがわかった。他方、今日の日本の社会的企業やコミュニティビジネスは、まだ萌芽的段階にあり、日本の諸事業が対象としている領域は、中心市街地活性化や農山村振興、環境問題への取り組み、社会福祉領域の活動などと広範にわたっているものの、その強みをどのように活かすかについては試行錯誤の状況にある。このようななか、社会的企業を経営学的に研究するためには、経営学や企業形態論の基礎理論を踏まえて分析を進める必要があり、さらには、対人社会サービス供給と労働市場への統合を担う事業組織について、経営学的分析を積み重ねることが必要となる。今後、これらの諸課題について、経営学および企業形態論の再構築の作業と並行しながら分析を進め、社会的企業論と企業形態論を包括した研究成果として公表する予定である。
