    In this paper we compare the performance of emission taxes and tradable permits under free market entry when firms face idiosyncratic ex ante cost uncertainty. We show that under auctioned permits insufficient entry occurs, while under a linear emission tax scheme, depending on parameters, market entry can be either excessive or insufficient. Our long-run analysis thus contrasts with Spulber's (1985) equivalence result and also modifies Weitzman's result in favor of an ETS in that the superiority of a tax over an ETS is not guaranteed, even when the Weitzman condition favors a tax. We also show that an ETS is superior to a tax scheme when the entry cost is low and the magnitude of uncertainty/asymmetric information and the size of the output market are large.     This paper examines environmental effects of trade in recycled materials in a two-country model of international trade with a vertical structure. Downstream duopoly firms located in different countries can use recycled materials as an input to produce a recyclable final good. With heterogeneous recovery rates, the final good is recycled by upstream recycling duopoly firms located in each country. We first explore the conditions for the emergence of bilateral trade in the recycled materials and then examine the effects of liberalizing trade in the upstream as well as the downstream market on environmental damage. We show that, depending on the heterogeneity in the recovery rates between the two countries, trade liberalization in each vertically related market can be detrimental or beneficial to the environment. © 2012 Springer.

    When two markets are vertically related, the government can control pollution at the upstream as well as the downstream market levels. This paper employs the stylized model of input price discrimination and compares the effectiveness of upstream and downstream pollution taxations. We consider the situation in which downstream firms have heterogeneous abatement technologies and an upstream monopolist performs input price discrimination against them. In order to mitigate pollution, the government imposes input tax on the intermediate inputs and emission tax on the pollutant. We show that the degree of input price discrimination decreases with a rise in the input tax and increases with a rise in the emission tax. We further examine the effect of a green tax reform in which the government changes the source of taxation from input tax to emission tax. We argue that although this green tax reform may reduce the tax revenue of the government, it will certainly increase social welfare.

    OECD countries reduce or eliminate certain taxes when they introduce new environmental taxes. The purpose of this paper is to analyze the incidence of such green tax reform in an oligopolistic industry. The paper shows that a rise in taxes could result in the expansion of the aggregate pollution in the presence of a large technology gap. The paper further shows that the government loses tax revenue as a result of the green tax reform if it continues to apply the same environmental standard. This implies that the government needs to raise environmental standards to keep the existing level of public spending after a green tax reform.

    The paper introduces the conjectural variations and bargaining approaches into a vertical model wherein a foreign upstream firm supplies one input to two downstream firms that produce differentiated products for the export market. Various downstream firms' competition modes and upstream's pricing schemes emerge as special cases of this formulation. The authors show that the optimal export policy of a downstream country depends crucially on the downstream firms' conjectures of rivals' responses, the upstream firm's pricing schemes, their relative bargaining powers, and the degree of product differentiation. If the upstream's pricing or bargaining power is strong (weak) and if the downstream's degree of competition is high (low), a tax (subsidy) is optimal owing to a strong (weak) vertical profit-shifting effect and a weak (strong) horizontal effect. © Blackwell Publishing Ltd 2004.

    We set up a two-country international trade model of oligopoly with two home firms and one foreign firm, in which the three firms play the following three-stage game. In stage 1, the two home firms decide to enter the foreign market through either exporting or undertaking foreign direct investment (FDI), i.e., building up a subsidiary to serve the foreign market. In stage 2, the two home firms decide to choose the level of a cost-reducing R&D investment. In stage 3, the home firms and the foreign firm decide to choose the amounts of output sales in both the home and the foreign markets in a Cournot manner. We derived the subgame perfect equilibrium of this three-stage game and theoretically explored the welfare effects of trade and FDI liberalization on the home and the foreign countries.

    We consider optimal environmental policies under asymmetric information between polluters and the government. We also consider two types of private information. They are cost efficiency represented by parameters and the behavior of polluters itself like emission. Our study is composed of three works. In the two of them we consider type I private information. In the first project we developed a mechanism that can attain the first best, while in the second project we compared between tax and emission trading scheme in the long run. In the final project, we considered type II private information and derived a mechanism that can attain the first best.

    Recently, scraps including hazardous materials have been exported from developed countries to developing countries for recycling. In some cases, improper recycling methods are applied when recovering resources from those scraps in developing countries and the environment are severely polluted. As a solution for this problem, some politicians, environmental activists, and researchers have argued that exportation of scraps with hazardous materials from developed to developing countries should be banned by amending Basel Convention. We are opposed to them because such policy does necessarily generate economic loss and depress the economic growth of developing countries. We like to propose a more flexible trade agreement led by exporting countries rather than the ban amendment of the Convention. A series of results obtained in our theoretical and empirical studies show that such a flexible trade agreement can work well and lead to sustainable development of developing countries when those countries introduce effective policies for deterring improper recycling such as licensing system for E-waste recycling.

Devising educational methods

  • パワーポイントを使った視覚的にも効果的な授業を行なった。また、受講生には毎回、パワーポイントによるスライドを印刷した講義資料を配布した。その講義資料の中の文章には所々空欄を設け、受講生はスクリーンに映し出されたスライドを見ながら、空欄を埋める作業を行なうため、授業に集中できる点がメリットとして挙げられる。さらに、講義内容はインフォメーション・システムを通じて、Web 上で公開している。授業を欠席した受講生には、配布資料を授業支援センターに置き配布し、またその配布資料をPDF化して、前述のシステムでWeb上からダウンロード可能な状態にしている。そして、授業では新聞記事の切り抜きを配布し、現在の世界経済で起こっている経済現象について、経済学者の立場で解説を行なった。新聞を読まない学生やこれから就活を始めるという学生には新聞記事の配布は効果的であった。  ゼミ(経済学演習)では、ゼミナール関関戦(関西学院大学経済学部との交流ゼミ)やインゼミ(関大の新熊ゼミ、神戸大学の竹内ゼミ、関学の東田ゼミ・松枝ゼミとの交流ゼミ)にゼミ生を参加させ、そこで研究発表を行なった。

Teaching materials

  • 教材はすべてパワーポイントで作成し、Web 上で公開した。この自作教材は教科書(後述)をさらに噛み砕いて説明し、また経済学の初歩的な知識の復習を含むために、受講生が自習できるように配慮したものである。その教科書には次の2冊を指定した。  ① 浦田・小川・澤田共著『はじめて学ぶ国際経済』有斐閣、2011年  ② 浦田秀次郎著『日経文庫・国際経済学入門<第2版>』日本経済新聞社、2009年 さらに、  ③ 日本経済新聞 を補足教材に用いた。 ①は国際経済活動を貿易・投資、国際金融、開発経済の3部に分け、各パートで現実の問題の把握から受講生の関心を掘り起こし、その問題の理論的説明を与え、そして問題解決のための政策が検討されるというスタイルが特徴的である。②は①の理論的説明を補足するのに有効な教科書である。また、現実の問題についてのマテリアルが不足する場合は日本経済新聞(③)から記事をピックアップした。
