The purpose of this study is to examine the factors that affect an occurrence of normalization or equalization. Normalization stands for a state of affair in which major parties or senior politicians use the Internet in a positive manner, and equalization, conversely, means a state in which minor parties or fresh candidates use it more actively. The results of the research conducted at the 2019 Upper House election and the 2021 Lower House election indicate that normalization at candidate level would be in progress in the Japanese national elections. On the other hand, our analyses at district level suggest that the occurrence of normalization and equalization might be associated with electoral competitiveness and district's characteristics. On this point, a deeper analysis is currently underway.

The voting age in Japan was lowered from 20 to18 in 2016. The purpose of the research is to investigate how voters of 19 years old or under would be affected by the access to electoral information via the Internet.
In order to do that, we conducted two surveys from Japanese voters at the 2016 House of Councilors election and the 2017 House of Representatives election. The findings are as follows; (1) Voters of 19 years old or under were more likely than those over 20 to get access to the Internet for the purpose of deciding for whom to vote, (2) No significant difference was found between Voters of 19 years old or under and those over 20 in the effect of the Internet access on voting behavior. The latter defied the general expectation on the impact of the Internet on youth. -
Normalization versus Equalization Thesis Revisited: An Approach from Political Science Research

Using the data from the 2013 Upper House election and the 2014 Lower House election in Japan, we examined the impact of the Internet campaigning liberalization on candidates and voters. The results indicated that the Internet campaigning liberalization, contrary to the common belief, had significant effect on voters' decision for whom to vote. On the other hand, we found no effect of the Internet campaigning liberalization on the uses of the Internet by candidates. The analysis focusing on district-level is further required to link these results with the exploration of determinants of "normalization versus equalization".

Analyzing the survey data from the voters who had accessed to electoral information on the 2010 Upper House election and the 2011 Osaka Mayoral election via the Internet, we obtained the following results; (1) political knowledge had a curvilinear effect on the likelihood of voters' decision being affected by the Internet information provided by candidates; voters with both high and low levels of knowledge were less likely to be affected by the Internet information than voters with middle level of knowledge, (2) younger voters were more likely to be affected by the Internet information, albeit in a limited way.

サイバースペースにおける政治活動の実態に関する実証分析

この研究の目的は、わが国における選挙の候補者が開設しているウェブサイトを対象として、そこから発信されている情報の内容や情報発信の方向、そして情報発信の形態についての調査を行って、サイバースペースにおける政治活動の実態を明らかにすることにある。
そのために、2004年7月11日に実施された参議院選挙および2005年9月11日に実施された衆議院選挙の際に、候補者ウェブサイトについての調査を行った。対象としたのは、各候補者におけるウェブサイトの有無とウェブサイトの内容である。ウェブサイトの内容については、インターネットの特質である(1)相互作用性、(2)情報提供、(3)プレゼンテーション、(4)アクセスの容易性、の4つの基準に従って、約40の調査項目を抽出した。
分析にあたっては、調査から得られたデータを基にして、ウェブサイトの洗練度を測る指標をまず作成し、多変量解析の手法を用いてサイトの洗練度に影響を及ぼす要因を明らかにすることを試みた。その結果として明らかになったのは以下のとおりである。第1に、自民党および民主党の候補者によるウェブサイトは、他の政党や無所属の候補者によるサイトと比較して、洗練度が高くなる傾向がある。第2に、前職あるいは現職の候補者によるサイトの洗練度は、それ以外の候補者によるサイトの洗練度よりも高くなっていた。第3に、性別や学歴といった候補者の社会的属性は、サイトの洗練度に有意な影響を及ぼしていなかった。
これらの結果は、サイバースペースにも現実の政治の様態が反映されているとする「通常化」の現象が、わが国においても進行しつつあることを示している。

・「行政学」、「政治分析入門」、「政策過程論」：毎回の講義内容に沿って、公務員試験過去問題を含む演習問題について考えさせ、挙手による発表を求める時間を作っている。その結果を成績に反映させている。 ・導入ゼミ：政策ディベートを行うことにより、議会制度や国際関係などについての基礎知識を学ばせるとともに、プレゼンの方法やレジュメの作り方など、大学において必要となる研究方法の基本が身につくように工夫している。 ・専門演習1：千里ニュータウンでのフィールド調査を行って、質的分析の基礎を身につけることができるように工夫している。
