This research is aiming at compilation and analysis of European International Input-Output Tables for 2000. Based upon the research of trade data and Input-Output data for 1990s in the 1st and 2nd research year, the large International Table for EU was compiled and analyzed to research interdependent structure of EU countries in this final research year. The table includes 13 EU countries, i.e. England, Germany, France, Italy, Belgium, Netherlands, Denmark, Spain, Austria, Finland, Sweden, Hungary and Poland, and economic activities of each country are classified into 19 intermediate branches according to the common industrial classification (NACE Rev.1). And the tables were compiled not only for 2000 but also for 1995 to compare the structure in time series. Using these International Input-Output Tables changes of interdependent relationships among EU countries, especially after the becoming EU members of Austria, Finland and Sweden in 1995 and also after the membership of 10 other countries in 2004 such as Hungary, Poland, Czech and so on, was analyzed and considered. It was showed, for examples, how the Hungarian economy is structurally dependent on German final demand and also how the economy of each EU country is gradually dependent on the final demand of United Kingdom. In the near future, not only the result of analysis but also these European International Input-Output Tables themselves will be published.

ANALYSIS OF THE PROCESS OF EUROPEAN INTEGRATION BY INTERNATIONAL INPUT-OUTPUT TABLE

This research is aiming at compilation and analysis of European international input-output tables for the 1990s. Based upon the research of trade data and input-output data for 1980s and 1990s in the 1st and 2nd research year, the large international table for EU was compiled and analyzed to research interdependent structure of EU countries in this final research year. The table includes 10 EU countries, i.e. England, Germany, France, Italy, Belgium, Netherlands, Denmark, Ireland, Spain and Portugal, and economic activities of each country are classified into 25 intermediate branches according to the common industrial classification (NACE). And the tables were compiled not only for 1985 but also 1990 and 1995 to compare the structure in time series. In order to compile these international tables, each country's table was estimated by EURO method which was developed by European statistical office when it was not compiled by the countries concerned. And export vector for goods and services was divided referring to the structure of trading data and import tables for the countries concerned and adjusted to matrix form. Using these international input-output tables, changes of interdependent relationships among EU countries, after the agreement of the Single European Act in 1986 through Market Integration in 1993 until 4th Enlargement of the Union in 1995, has been analyzed and considered. It was also attempted to compare with the Asian international input-output tables compiled by the Institute of Developing Countries in Japan. As a result of analysis, interdependent structure as a whole is becoming robuster in EU though the degree decreased a little in both areas in the 1990s. And also remarkable Spanish integration into EU was evidently showed. In the near future, not only the result of analysis but also the European international input-output tables themselves will be published.

A Synthetic Comparative Input-Output-Study Between Japan and Germany

The outlines of the Input-Output-Study from 1997 to 1999 are as the following.
1. Though Germany got ahead of Japan in 1960 and an economic gap between Germany and Japan was great, too, it has reversed in 30 years. It was made clear what had changed drastically and what was still the same by the compilation and analysis of 1960-1990 Link Input-Output Table.
2. By the analysis of the retroactively compiled 1987 Input-Output Tables for former East Germany, it was showed that the former East Germany concentrated on the production of goods and was very much delayed from the tide of service economy in the western countries.
3. The German economy after the unification was examined and it was made clear that the inactivity of the plant investment of the first half and the decrease of the construction investment of the latter half of 1990s had negative effects on employment.
4. An international input-output table between Germany and EU was experimentally compiled and the overwhelmingly high interdependent structure was analyzed. Comparing to that, the interdependence between Germany and Japans is still very low, but has been deepening steadily since 1985.
5. A comparative input-output analysis between the Chubu District in Japan and the State of Baden-Wuerttemberg in Germany was done and it was proved that the Chubu District was overwhelmingly more dependent on the car production.
6. By the comparative study about the emissions structure of carbon dioxide, it was made clear that the total amount of emissions from Germany decreased and became lower than that from Japan in 1980s.
7. The Physical Input-Output Table (PIOT) made by the Federal Statistical Office of Germany was examined and it was made clear statistically how far production or consumption activities depend on the non-production natural resources such as water. -
EC市場統合の産業連関分析

1994年度の研究はまず第1に、EU市場統合を目指して活発に行われた80年代後半の経済活動の中で、各国の産業連関構造はどのように変わったかという点の解明に重点がおかれた。ドイツ90年表、イギリス90年表、イタリア88年表、スペイン88年表などが収集され、各国レベルで80年代後半の接続分析をおこなった。特に大きな構造変化が生じたのは、南欧のスペインやポルトガルである。これにはもちろんEU加盟が大きく影響しているが、輸出入においてEUへの特化がさらに進み、生産や雇用のEUへの依存度も大きく上昇している。しかし製品を生産、輸出するためのEUからの輸入も大幅に増加しているために、自給自足率が3%程度低下するという問題も生じている。この点は今後EUに加盟する諸国の経済を考察する際にも重要な視点となる。一方、南欧への輸出を著しく増やしたドイツやイタリアなどでは、もちろん活発な域内輸出が国内経済の成長を促進したが、好景気に支えられて民間消費や固定資本形成も大きく寄与したことが分析された。研究成果は95年度に公表予定である。
第2に、EU国際産業連関表をさらに拡張するための基礎研究をおこなった。一つは国際産業連関表を作成する際のMirror Statistics Puzzleと呼ばれる貿易統計の問題点である。OECDや国連統計よりもEU統計局の方が、域内貿易に関しては誤差が少ないことを明らかにした。さらに1990年表を作成する際にも重要となる旧東独の産業連関表についても、連邦統計局の内部資料を入手し、旧西独との類似性や相違を中心に検討を行なった。国内生産の輸出依存度が高い点では旧西独と同様であるが、生産技術の遅れによって、褐炭を中心にエネルギー依存度が旧西独よりも著しく高い実態が明らかになった。これについても、1985年EU国際産業連関表の改訂版とともに近く公表予定である。 -
EC市場統合の産業連関分析

1993年1月からEC市場統合がスタートしているが、EC諸国は実際には、それ以前から始まった不況を脱しきれずにいる。本研究の最終的な目的は、この市場統合による輸出入構造の変化が、EC諸国の生産や雇用に与える潜在的な効果を推定することにある。
そのためにまず、EC諸国間の最新の産業連関構造を明らかにする必要があった。EC諸国を含めた多国間産業連関表が平成5年度に通産省から公表されたので、これを用いて、日本及びアメリカとの関連でEC3国(ドイツ、フランス、イギリス)の輸出入による生産連関構造の分析をおこない公表した。最終需要の生産誘発効果やユニット・ストラクチュア分析などによって、アメリカへの依存の方が大きい産業もあるものの、全体としてはEC諸国間の緊密な中間財依存構造がみられることが明らかにされた。
続いて、統一的フォーマットとして公表されているものとしては最新の1985年産業連関表を用いて、1975年〜1985年の接続分析をおこない、EC諸国の連関がどのように推移してきているかを分析した。この分析は特にEC域内からの輸入マトリックスを用い、域内への依存構造の推移を明らかにした点に特徴をもっている。
さらに、市場統合の潜在効果を推計するための産業連関表として、EC7カ国(ドイツ、フランス、イギリス、イタリア、オランダ、デンマーク、アイルランド)をリンクした1985年国際産業連関表を試作し、付加価値税の接近化に関する若干の分析をおこなった。ベルギー表の公表が遅れているため含まれていない点、輸入がCIF価格評価にとどまり生産者価格評価ではない点など、未だいくつかの問題を抱えているが。これらの改善をおこなった上で再度いくつかのシミュレーション分析をし、公表する予定である。 -

・「経済学演習」では大学内の輪読・討論だけでは時間的にも内容的にも不足なので、年間5回程度の合宿と、農場・工場・廃棄物処理施設等の訪問・見学を行っている。また吹田市や生協と市民・学生向けの冊子「エコプレス」を年4回共同作成し、学生の問題意識や問題解決能力の涵養に努めている。さらには様々なプレゼンテーション大会、ディベート大会に出場し、発表や議論をする能力も高めている。 ・「統計学」「経済統計学」では、数学に苦手意識を持っている文系学生に配慮して数式をなるべく控え、図解や例題を多用して説明している。また数理統計的な知識だけではなく、実際の統計調査や政府統計等についても学べるようにしている。またレポートをしばしば課すことによって、どこがわからないのか、なぜわからないのかを学生自身が自覚できるようにしている。さらに主として関西大学の学生向けに、関西在住の若手研究者とともにテキストを共同執筆・刊行し、改訂・更新している（『よくわかる統計学Ⅰ・Ⅱ』ミネルヴァ書房）。 ・「食と環境」という科目を全学の環境教育のための導入教育として創設・導入し、3年間実施した。このために講義担当者全員でテキストを執筆した（若森章孝編(2008)『食と環境』晃洋書房）。3年間で延べ1千名の学生が受講したが、わかりやすさもあり学生からは概ね好評だったと思われる。現在テキストを改訂中であり、改訂後に再度講義を編成する予定である。 ・「統計学研究講義」（大学院）では、学部の講義ほど履修者も多くないために機動的な講義運営が可能である。したがって理論を学ぶだけではなく、ＰＣを用いた実践的な応用統計学が身につくように工夫し、また各経済分野で修士論文を書くために最低限必要な統計学を習得できるようにしている。

Special notes on other educational activities

・経済学演習（ゼミ）は経済学部ゼミナール大会に10年以上連続して出場し、ゼミ対抗のディベート部門やプレゼンテーション部門に出場している。プレゼン部門では、2008～2010年までの3年間連続して最優秀賞を獲得した。また、日本学生経済ゼミナール関西ブロック大会にも2008年以降連続出場し、2008年は準優勝、2009～2011年は優勝をしている。さらにプレゼン能力・ディベート能力だけでなく筆記能力も高めるために、生協の『書評』（年2回発行）に必ず投稿させ、また吹田市と協力して市民向けパンフ『エコプレス』（年4回）を発行している。 ・関西大学高大連携センター長として、関西大学教員の様々な高校等への派遣・模擬講義やセミナー等の企画・実施に携わってきた（任期：2007～2012年）。個人としても、関大3セミナー（環境セミナー）を企画・講演し、また毎年いくつかの高校で、大学で学ぶ統計学や環境経済学に関する模擬講義を行っている（例．2010年9月関西大学北陽高校、2011年9月平城高校等）。 ・吹田市や吹田市NPO法人「すいた環境学習協会」等からの依頼を受け、「食と環境」、「大学から考える廃棄物」、「大学のエコ・キャンパス化」に関する講義を、吹田市民に対して年1～2回程度実施している。
