This research analyzes the determinants of legislators' policy preferences in the promotion of decentralization reform. In Japan, several decentralization reforms were implemented intermittently after the mid-1990s. Existing research has examined the how politicians have increasingly approved decentralization after the electoral reforms in 1994. However, this research has not used individual-level data to take account of the types of politician agreeing with decentralization before and after electoral reform. Therefore, in order to better understand politicians' approval of decentralization, I focus on the electoral pledges of all candidates in Japanese general elections from 1985 to 2005. Examining whether politicians mentioned decentralization in their electoral pledges, and if so, how frequently, shows that electoral reform and the two-partysystem have led to candidates' support of decentralization, and that weak support base, coupled with the socio-economic factors of the constituencies, also affected candidates' levels of support.

In 2004, local governments were faced with so - called “the Trinity Reform” of local finance, which included local government budget cut. In this reform, prefectural governors were forced to decide whether or not they agree to the reform or what subsidies they abandoned. Through looking at this reform, this paper analyses the decision - making mechanism of governors on local government finance. Quantitative analysis finds that governors' policy choice was influenced by political conditions that they faced such as support from a prefectural assembly, their number of terms in office, their former job before taking office, and their memberships in unofficial policy study groups of “the Reforming Governors” instead of the fiscal or socio - economic conditions of prefectures.

The purpose of this study is to clarify the effective governance of reconstruction/recovery over large-scale disaster by focusing on Kansai Regional Union’s approach to the Great East Japan Earthquake.In this study, we consider the points as follows: (1) understanding the difference between paring system and other support system, (2) cross-national research on the system in Japan, the U.S. and Taiwan.
From this analysis, we find the paring system carried out by Kansai Regional Union enable the specific and continual support for disaster-affected area. Moreover, centralized support of Japanese government is weaker than the support of American and Taiwanese government.
