    This paper analyses some of the activities 1 observed in the lifestyle of people in East Bhutan during my fieldwork in the early 1990's. Based on a survey, the author considers the value of GNH (Gross National Happiness) which underlies Bhutan's Development Policy. Chapter 1 outlines the meaning of the study on East Bhutan related to Human Centered Development. Chapter 2 reviews Bhutanese history, politics, nature and people. I introduce East Bhutanese activities in the evergreen forest belt in chapter 3, and keep a record of the transhumance of Brokpa, a nomadic people living in a mountainous forest area in Chapter 4. Brokpa's humantrance brings the Tibetan-like life style to the Sharchop, an agricultural people in this region. Judging by the complementary relationships between agricultural peoples and nomadic peoples in East Bhutan, I found that culture and customs have not been obstructed borders. In the final chapter,I conclude that Bhutan's nation-building efforts in a multiracial society in response to GNH policy will be a milestone for alternative development.

    This paper discusses some issues concerning the possibility of realizing social benefits through empowerment of the citizens under the current situation surrounding NPO/NGOs in Japan. It is a matter of fact that only the government sector cannot handle the whole public concerns. It is also evident that there is a certain field of public goods which are not best suited for the private for profit sector to supply. The NPO sector enables a new community to be built based on the interests and concerns about a specific social subject rather than based on a territorial and blood bond. To be sure, the public private partnership (PPP) or collaboration with each other will not only solve domestic problems in Japan, but also raise Japan's presence in international society making contributions to the global/world peace.

    Water analysis of Laguna Lake and bacteriological examinations of wells and residential water of poverty areas were conducted in the Philippines. In the areas investigated, deaths by diarrheal diseases occurred each year. There were many patients suffering from diarrhea, which is the second most common ailment after influenza. The findings indicated that the residential water supply might be contaminated by pathogens. After analysis, no coliform groups or general bacteria were found in water from wells. However, bacteria and coliform groups were detected in water supplied to residential kitchens. It is speculated that there is inadequate management of water used in homes. Proactive measures such as sanitation health education and international cooperation are necessary for public health.

    As Japan's main factors of globalization, we can see the improvement of our economic position in the global community, and the development of transportation, information and communication technology. In addition, looking at our daily life in the local community, we can observe a growth in global interdependence and international competition. Higher educational institutions such as universities have much experience and possibilities in research, education, and the contribution to society both in domestic and in abroad. The purpose of this paper is to discuss their roles and prospects as an example from the International Participation Project of Tenri University in the Philippines under the current trends of 'glocalization', which combines the words 'globalization' and 'localization'.

    The purpose of this paper is to discuss how to provide social services which have been expanding under the current trends of globalization and the increasing needs of the people. In addition,the auther also discusses how can the NPO sector, which is expected to supply some public goods, overcome their defects and service deficits. In Japan, the Hanshin-Awaji Great Earthquake occurred in 1995 was the real start of people becoming aware and thinking widely about volunteerism, non-profit organizations (NPOs), and non-governmental organizations (NGOs). Their activities have gathered more momentum through the enactment of the NPO law in 1998. It is a matter of course that the government sector cannot handle the whole of the public's concerns. In addition, it is also evident that there is a certain field of public goods that are not feasible for the private for-profit sector to supply. Reflecting on such circumstances, the public expectations for the NPO sector including NGOs have been gradually rising. They are expected to compensate for the government failures as well as the market failures. They also have a function to create a new community based on an interest and concern about a specific social subject instead of a territorial and blood bond. This is the reason why they can collect contributions and gather volunteers. However, this emerging sector in Japan is still feeble in comparison with other sectors. The author analyzes the NPO sector by dividing the study into two sections. The first section describes the present situation regarding public corporations under the administrative and fiscal reform, and the second section focused on the issues is the consideration of the possibility of private organizations which are neither controlled nor protected by law. As some case studies of NPO/NGOs elucidates, financial and legal supports by other sectors for these organizations will be indispensable with the premise that they will be more effective over a wider area. The matters and themes of the NPO sector are as follows; (1) adherence to their mission, (2)requirement for management or fundraising, (3) training personnel including volunteer coordination, (4) utilization of networks and cooperation with other sectors, (5) building up a transparency and accountability, (6) improvement in the ability to provide advocacy. In addition, it is important for NGOs to (7) practice global citizen education and (8) conduct globalization in the domestic society. The role of the NPO sector will be more crucial than ever. Whether the coming internationalization succeeds or not depends on the people who can act for the public. The coordination of the voluntary efforts of each individual is the wellspring of the society. If NPO/NGOs lose their mission as a substitute for money and position, they will lose the significance of their existence in the community and society. To take an example, NGO activities will work to help all citizens to understand international multiculturalism and put away all prejudices. It is certain that the public private partnership (PPP) or collaboration with each other will not only solve domestic problems in Japan, but will also raise Japan's presence in the international arena, as it contributes to world peace.

教育内容・方法の工夫(授業評価等を含む)

  • 国際部国際協力担当教員として2010年度の関西大学「国際協力体験セミナー」を企画・実施した。 海外支援団体であるフィリピン・チルドレン・プロジェクト(PCP)の協力を得て、フィリピン共和国パンパンガ州におけるリコーダー教授などの情操教育支援活動を行った。 2ヶ月半に及び派遣前研修では、語学や地域研究、国際協力理論の学習にとどまらず、音楽教授法などの技術協力を行う技能の獲得に努めた。現地では一週間の活動を行い、帰国後は報告会を開催し、半年以上をかけて文章化・映像化による体験の定着を図ることを目的に報告冊子とドキュメンタリーDVDの作成を行った。 一連の活動を通じて、参加者にとっては、①家族や地域社会の大切さの再確認、②日本文化の再発見と文化相対主義的視点の涵養、③地球市民意識の醸成、④人やモノの存在と喪失の実感体験、⑤アイデンティティの探求や進路選択、のそれぞれの契機になっていることを読み取ることができる。

作成した教科書、教材、参考書

  • 学内学生を対象とした『国際協力ガイダンス』及び国際協力活動に参加する学生向けの『派遣前オリエンテーション』の資料として、「ボランティア活動について」「国際協力ボランティアの心構え」について概説するパワーポイントを作成した。
